PROJECT DESCRIPTION:
EpiC is a multi-year global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs). In the Philippines, EpiC is into its fourth year of implementation. It will continue to work in Greater Metro Manila to address critical gaps and bottlenecks in the response to HIV among KPs in the Philippines and strengthen capacity of local, community based KP organizations, and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs. In addition to these activities, EpiC Philippines will focus on expanding HIV case-finding in the community, PrEP and treatment initiation, adherence, and retention support for people living with HIV (PLHIV) to reach undetectable equals untransmittable (U=U) status.
JOB SUMMARY:
The Technical Officer for Research (HIV) provides technical support to the various research related activities and innovations under the EpiC HIV Project. This position also provides technical support to partners who are conducting research related activities and supports the dissemination of their technical findings.
DUTIES AND KEY RESPONSIBILITIES:
Support the Technical Specialist โ Research and Knowledge Management (HIV) in identifying, planning, and implementation of the projectโs research-related.
Support in the compliance with government regulations and review boards when drafting and reviewing protocols, analysis plans, reports, and manuscripts.
Support the Technical Specialist in serving as a liaison with internal and external partners in research related activities to ensure effective collaboration efforts.
Helps coordinate research operations of subgrantees under the project.
Contribute to research protocol writing, abstract development, and leads preparation of data analysis plans.
Support the Technical Specialist in identifying new research opportunities and innovations.
Support non-research staff determine suitable methods and approaches for answering program questions using research processes.
Contribute to the development of quantitative and qualitative data collection tools and methodologies.
Design informed consent processes in line with organizational, federal, and local regulations
Support lead investigator/s in developing study procedures & training materials, training study teams on their implementation
Clean, manipulate, analyze, and interpret research related data
Prepare, reviews, and maintain key study documents to ensure adequate resource and reference documentation
Visualize data for dissemination to a variety of audiences.
Support lead investigators in preparing research studies for publication or presentation
Support Technical Specialist in translating technical findings into user-friendly media products, such as infographics and policy briefs, aimed at non-technical audiences.
Support Technical Specialist in developing and preparing development of innovative, evidence-based learning products and collaterals (e.g., research summaries, case studies, presentations, infographics, etc.) to share findings and inform donor and stakeholders
Perform other duties as assigned
QUALIFICATIONS:
BS/BA or MS in public health, nursing, social science, or related fields, and 3-5 years relevant experience with international development programs and field experience.
Knowledge of HIV, mental health, public health, international development, and/or social science research with a strong focus on case finding and other gaps in the HIV cascade
Knowledge of research related processes and regulations
Understanding of the HIV-related research needs of key population groups, including transgender individuals and people living with HIV (PLHIV) in the Philippines and has previously supported research processes.
Proven skills in providing assistance in the implementation and management of research studies.
Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations anรd PLHIV in Philippines.
Possesses excellent written, verbal communication, and editing skills in both Filipino and English.
Experience working with civil society organizations to plan and implement research studies
Familiarity with the use and implementation of research communication strategies and strategic planning tools
Experience of establishing strong working relationships with colleagues from different organizations and cultures
Ability to meet deadlines with strong attention to consistency, detail, and quality.
Ability to travel within country or region and internationally if needed
Knowledge of PEPFAR programming and reporting is an advantage.
The position will be based in Manila, Philippines and work out of the FHI 360 Country office. Preference is for Filipino national candidates.
