FHI 360 is currently recruiting for the position of Chief of Party (COP) for an anticipated USAID/BHA-funded disaster risk resilience project. This new award will support the capacity strengthening of multi-hazard early warning systems (EWS) and provision of climate information services (CIS). Through this project, USAID/BHA aims to expand EWS and CIS to underserved communities, prioritizing sustainable, accessible, and actionable information to support adaptive decision-making and climate-resilient livelihoods.

The position will be based in Santo Domingo, Dominican Republic. Employment is contingent upon successful award of the project to FHI 360 and subsequent approval of the candidate by USAID/BHA.

Job Summary:

The COP will provide leadership and oversight for a consortium of national and international partners with a focus on managing project timelines, budgets and deliverables, ensuring compliance with funder and national regulations, and fostering a safe and equitable working environment. The COP will serve as the project’s principal contact point for USAID/BHA and will be the project’s main in-country contact for the Government of the Dominican Republic counterparts, donors, local partners, media, private sector partners, civil society, and other key stakeholders. The COP will be expected to identify challenges and risks and work with other key personnel to adapt programming in a complex operating environment.

The COP will be responsible for developing and maintaining the overall technical vision, strategy, and direction of the project. The COP will assume responsibility for design, delivery, and progress against the approved work plan and budget, reporting against performance monitoring plan, and overall compliance with all applicable USAID/BHA and FHI 360 rules and regulations. The COP will work with the senior management team and subcontractors to ensure overall planning, implementing, and managing of the project and establishing the administrative framework to monitor and assure progress toward achieving project goals and objectives. The COP will regularly interface with USAID/BHA on management and decision-making while ensuring that activities meet USAID/BHA and stakeholder expectations and that project results are proactively disseminated.

The COP will be responsible for ensuring the timely and quality completion of all program, technical and financial deliverables and reports in accordance with USAID/BHA guidelines; assisting with analysis and communications regarding resource management; and ensuring coordination with Mission and other donor initiatives. The COP will serve as the leadership and public face of project initiatives in public communication, outreach, and networking. The COP will be expected to identify issues and risks related to the activity implementation in a timely manner, and to suggest appropriate activity adjustments.

Job Description:

  • Provide overall technical leadership management and general technical direction for the design and implementation of project activities.

    • Responsible for design, delivery, and progress against approved work plan and reporting against performance monitoring plan.

      • Responsible for ensuring the timely and quality completion of all technical and financial deliverables and reports, in accordance with USAID/BHA guidelines.

        • Ensure an integrated project vision among staff and subcontractors.

          • Serve as principal liaison with USAID/BHA, international and local subcontractors, government counterparts, donors, local partners, and community stakeholders, and build effective relationships with all key stakeholders.

            • Lead and support the project’s technical specialists in the development of strategic partnerships with key stakeholders, other USAID-funded projects, civil society actors, and the private sector.

              • Oversee financial and administrative management of the program, ensuring compliance with USAID/BHA and FHI 360 rules and regulations.

                • Supervise the development and submission of program deliverables and provide accurate and timely reporting to USG and key stakeholders on all program areas

                  • Oversee the establishment of effective project systems for reporting, monitoring and evaluation, financial management, personnel management, security, logistics and procurement ensuring that program results are met.

                    • Ensure that operational functions are compliant, efficient and meet project needs.
