Quality Improvement in Private Health Sector Technical Officer

PROJECT DESCRIPTION:

The USAID/Community Mobilization Initiatives to End Tuberculosis 2 (COMMIT 2), will improve access to quality TB diagnosis, treatment, and prevention services. COMMIT2 is led by the Khmer HIV/AIDS NGO Alliance (KHANA) and its partners, including FHI 360 for technical guidance on key approaches. Fostering connections with the health system, involving communities and the private sector, and streamlining the TB information system are the main focus areas. FHI360’s scope will support technical assistance for quality improvement and private sector engagement interventions during COMMIT2’s first three years. The technical guidance will leverage USAID’s Enhancing Quality Healthcare Activity (EQHA and EQHA II) approaches and FHI 360’s proven experience to improve systems and outcomes across the Asia region that introduce effective, evidence-based approaches, such as COACH-TB, QI TA approach in engaging the public and private health facility in the TB response.

COMMIT 2 builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:

Objective 1: aims to enhance access to and demand for high-quality TB services, including diagnosis, treatment, preventive therapy, and management of comorbidities, at both community and health facility levels in Cambodia.

Objective 2: aims to improve data collection and utilization by expanding the TB Management Information System (TB-MIS) sustainably.

Objective 3 aims to improve implementation and impact through partnership, evidence generation, and innovation. Through channels like policy briefs, meetings, and World TB Day events, key stakeholders will be engaged for TB advocacy, mobilizing support and resources.

JOB SUMMARY:

The QI in private health sector technical officer will be under the supervision of the COMMIT 2 Project Coordinator. S/he will support COMMIT 2/KHANA and partners in overall private sector engagement and QI Technical Assistance (TA) Approach implementation under COMMIT 2’s Objective 1 and Objective 3 work plans. S/he will support initiatives including operational research to inform policy and program design, evidence generation for private sector engagement in TB service delivery, and improvement of policies, guidelines, and strategies for TB case finding and holding. S/he will ensure the technical quality of training activities, advocate for the institutionalization of modern QI in the private health sector, and build a sustainable platform at the sub-national level for private health sector engagement/supervision mechanisms. S/he will ensure that COMMIT 2 leverages USAID’s Enhancing Quality Healthcare Activity (EQHA and EQHA II) approaches and FHI 360’s proven experiences across the Asia region to introduce evidence-based approaches, such as COACH-TB, to engage the private sector in the TB response.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

Technical Coordination:

• Support in building the sustainable platform for private health sector engagement and engage the national TB program accordingly in the coordination of the platform implementation on the private health facilities.
• Work closely with the national TB program and partner to introduce new models of private sector implementation in Cambodia such COACH-TB and conduct the prototype at selected private health facilities.
• Support in design and lead on QI capacity building for private health sector to COMMIT 2 project staff as well as government staff at the subnational level, including preparing training agenda and materials, coordinating with trainers, co-facilitating training sessions, and coaching.
• Ensure technical quality of training activities, and advocate for institutionalization of the modern QI in the private health sector.
• Work closely with EQHA II to ensure that private providers will benefit from the tools and systems offered by the project, including minimum licensing standards implementation, accreditation exercises, capacity building, and other technical support for TB-related activities.
• Support in generating evidence and contributing to the development of PPM strategies based on the Cambodia health system.
• Support in cross-learning between USAID EQHA II, COMMIT 2, and other partners on TB services in both public and private sectors.
• Bring best the practice from the subnational level to inform policy, guideline, strategy development or revision to the national program on the improvement of health service delivery in the private health sector.
• Support and coordinate among FHI360 TB team to contribute the knowledge sharing of evidence generated from COMMIT 2 on private health sector by developing abstracts for submission to international and regional TB conferences.

        QUALIFICATION:

        • Cambodian National
        • Bachelor's Degree in medicine, Public Health, Healthcare Management, and/or any other relevant fields.

          EDUCATION/EXPERIENCE:

          • Bachelor's Degree in medicine, nursing or other clinical degrees, Public Health, Healthcare Management, and/or any other relevant fields.
          • Specialized experience is required in areas including, but not limited to, clinical management of TB; infection control; private sector engagement, program management and implementation; and program data management.
          • At least 3 years work experience in a job which required project management responsibilities and related Quality Improvement work.
          • Experience working with MoH in some capacity with positive relationships, either at national or provincial level.
          • Understanding of quality improvement, quality assurance and quality assessment concepts and implementation, especially in TB program, is an asset.
          • Capacity building, offering feedback, coaching, and mentoring skills.
          • Facilitation and good coordination and interpersonal communication skills.
          • Interest in learning new skills especially in quality and safety in health care.
          • Highly organized, comfortable working on multiple simultaneous projects and government agencies (national and sub-national)
          • Demonstrated proficiency with using Microsoft Office (Word, Excel, PowerPoint, Teams SharePoint); digital communication platform (Zoom, Google meet)
          • Ability to work well with others and to develop and maintain positive working relationships that get results among project staff, consultants, sub-grantees, and stakeholders.
          • Adaptable and flexible in a variety of tasks contributing to work even outside of JD as required.
