The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019โ2027) global health initiative funded by the Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC operates in more than 60 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Papua New Guinea (PNG), EpiC has expanded its efforts to include Global Health Security (GHS) activities since 2023, focusing on strengthening the countryโs health systems to prevent, detect, and respond to infectious diseases, with an emphasis on integrating One Health approaches. This approach recognizes the interconnectedness of human, animal, and environmental health in addressing health threats. The EpiC GHS project in PNG is working closely with government and stakeholders across the health, veterinary, and environmental sectors to build the International Health Regulations (IHR) core capacities needed to effectively manage emerging infectious diseases and other health threats.

Job Summary:
The One Health Advisor will lead the technical aspects of One Health initiatives under the EpiC GHS project in Papua New Guinea, serving as the projectโs primary technical focal point. This role will involve providing expert guidance and coordination for One Health programming across human, animal, and environmental health sectors, supporting the integration of these sectors in project activities to achieve global health security outcomes. The advisor will work closely with government stakeholders, international partners, and project staff to drive the implementation of One Health strategies that align with national priorities and international standards.
Accountabilities
- Technical Leadership and Expertise:
- Provide technical leadership and guidance for all One Health initiatives within the EpiC GHS project, ensuring integration across human, animal, and environmental health sectors.
- Serve as the in-country focal point for One Health programming, representing the project to national and international stakeholders.
- Oversee the development of technical work plans and activities, ensuring alignment with GHS priorities, the Joint External Evaluation (JEE), and Diagnostic Network Optimization (DNO) plans.
- Lead efforts to strengthen integrated disease surveillance, laboratory networks, and health workforce development in line with One Health approaches.
- Stakeholder Engagement and Coordination:
- Facilitate coordination among key stakeholders across health, veterinary, and environmental sectors, including government agencies, international donors, and implementing partners.
- Establish and lead cross-sectoral technical working groups, such as the One Health Surveillance Technical Working Group (TWG), ensuring effective collaboration in planning and implementation.
- Act as a liaison between the project and national bodies to support policy development, the implementation of One Health strategies, and participation in international One Health networks.
- Program Development and Implementation:
- Guide the development and execution of integrated surveillance, laboratory, and risk communication activities in accordance with national One Health priorities.
- Support the design and implementation of activities that address Risk Communication and Community Engagement (RCCE), including community-based surveillance and emergency preparedness.
- Provide input on strategic decisions for workforce mapping and the enhancement of health systems, advising on cross-sectoral resource allocation and training needs.
- Monitoring, Evaluation, and Reporting:
- Collaborate with the Monitoring and Evaluation (M&E) team to ensure that program activities are tracked, evaluated, and reported in line with USAID requirements and project objectives.
- Use data to inform decision-making, refine project strategies, and share findings with stakeholders through regular updates, technical reports, and presentations.
- Ensure that project deliverables are met on time and to a high standard, contributing to the overall success of the GHS initiative.
- Capacity Building and Training:
- Lead capacity-building efforts for national and local partners, providing training and mentorship in One Health approaches, disease surveillance, laboratory strengthening, and emergency response.
- Develop training materials and conduct workshops for government staff, project teams, and community health workers to enhance knowledge and skills in GHS-related activities.
Applied Knowledge and Skills
- Strong expertise in One Health, including disease surveillance, laboratory systems, and workforce development.
- Familiarity with International Health Regulations (IHR), Joint External Evaluation (JEE) processes, and global health security frameworks.
- Excellent project management skills, with experience overseeing large, multisectoral health programs.
- Strong interpersonal and communication skills, with the ability to work effectively with diverse stakeholders and represent the project in high-level forums.
- Proficiency in data analysis, interpretation, and reporting, with the ability to use evidence to guide decision-making.
- Decisions made by the One Health Advisor will directly impact the success of the GHS project in PNG and contribute to national and regional health security.
- The role requires a high level of judgment, strategic planning, and problem-solving to address complex health challenges across multiple sectors.
- The advisor will help shape the national response to public health threats by leading efforts to improve intersectoral coordination and system resilience.
Supervision Given/Recieved
- Reports to the Chief of Party/Country Representative.
- Provides technical supervision to the One Health Coordinator, Lab Specialist and GIS Analyst and other project staff as required.
- Works closely with the M&E team, Administrations and Finance teams, and Program Officer to coordinate activities.
Other Duties
- Fulfil other appropriate level responsibilities as defined by your supervisor.
Education and Experience
- Masterโs degree (or higher) in public health, veterinary medicine, environmental health, or a related field with 2-3 years of experience
- Bachelorโs degree (or higher) in public health, veterinary medicine, environmental health, or a related field with 5-7 years of experience
- Experience working with international development agencies, government ministries, or NGOs
- Demonstrated success in technical leadership and managing cross-sectoral health projects particularly in One Health or Global Health Security
- Ability to monitor projects, set priorities and plan for the successful program activities
- Experience in mentorship, coaching and supervision of technical staff
- Proven ability to build and effectively monitor and evaluate effectiveness of the program through quantitative and qualitative assessments.
- Strong interpersonal, adaptability and management skills. A strong team player and adept at creating a strong team spirit.
- Demonstrated capacity building experience.
- Ability to work independently with minimal supervision, coordinate diverse activities, work well with others and to communicate effectively.
- Demonstrated ability to produce quality reports and proposal inputs on short deadlines.
- Strong English language writing and oral communication skills.

Physical Demands and Working Conditions
- Typical office environment; ability to travel domestically and internationally as needed (10-25%).
- Occasional work outside regular office hours may be required for urgent project needs.
