The Senior Technical Advisor will provide overall technical guidance and leadership for project approaches and activity design, including the integration of cross-cutting principles. S/he will determine technical assistance plans and support grantees. S/he will oversee thematic technical advisors and build partnership with grantee organizations on technical methodologies. S/he will report directly to the COP and will manage a team of up to five technical advisors. This position is contingent upon funder award and approval. Local applicants (Sri Lankan nationals) are strongly preferred.
Key Responsibilities:
- Provide overall technical guidance and leadership for integration of conflict-sensitive, people-to-people peacebuilding approaches to develop local actor competencies in social cohesion, reconciliation, and respect for human rights as core, cross-cutting principles throughout project activities
- Provide technical leadership on and oversee social cohesion, socio-economic empowerment, and capacity development for community resilience activities
- Manage a team of technical staff, including a supervisory role, as well as overseeing coordination with grants teams and partner organizations, and reviewing technical products for quality
- Oversee GESSI Technical Advisorโs work on mainstreaming gender equality, safeguarding, and social inclusion
- Guiding development of the research and learning agenda, including co-designing the methodology for determining research topics, leading the process of commissioning research, providing quality assurance on the research methodologies, and overseeing on their implementation
- Coordinate relevant capacity development trainings and mentoring visits
- Conduct monitoring visits to project sites, analyze and provide feedback to COP, stakeholders, and project partners
- Serve as a member of the start-up team, being able to mobilize by Week 2 of the project
- Serve as a member of the SCA Senior Management Team, communicating daily with the team and tracking project progress, discussing potential issues, and providing support to the team
- Coordinate and liaise with other key external stakeholders, including other USAID implementing partners
- Provide technical input related to civic engagement of marginalized and underserved groups, and vulnerable populations
- Ensure that Do No Harm principles are integrated into program methodologies
- Participate in the documentation and dissemination of project activities
- Work with project staff to develop materials to promote the project and disseminate key project results in consultation with COP
- Ensure conflict-sensitive implementation through regular activity reviews and adjustments as directed by the COP
Qualifications:
- Master's Degree in international development or a relevant field
- At least 12 years of relevant experience in social cohesion work with a focus on empowering, inclusive approaches to organizing with groups, organizations, and communities for reconciliation, that were inclusive of gender and social inclusion and Do No Harm approaches
- Experience supporting research on governance issues and social integration
- Fluency in English, Sinhalese, and/or Tamil
- Strong management, communication, and interpersonal skills
- Familiarity with the political, social, and cultural context of Sri Lanka
- Skills in working as a part of a multi-disciplinary team
- Demonstrated leadership, versatility, and integrity
