The position will be based in Dushanbe, Tajikistan.

Project Background

USAID End Tuberculosis (TB) Tajikistan Activity is a five-year project funded by the U.S. Agency for International Development (USAID). USAID End Tuberculosis (TB) Tajikistan Activity aims to reduce the burden of TB in the Republic of Tajikistan. The project activity results are focuses on improving case detection and notification for all forms of TB, increasing the number of patients cured of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved infection prevention and control (IPC) interventions, and strengthening TB system resilience/reliance in public health emergency.

Position Summary

Under the supervision of the Monitoring, Evaluation and Learning Specialist, the Research and Learning Coordinator will perform research development to develop, implement, manage, and conduct research studies. Makes detailed evaluations, observations, analyzes data and interprets results using qualitative/quantitative methods and statistics. Investigates, creates and develops new methods and technologies for project advancement. S/He will also play a key role in providing technical oversight and monitoring to some of these research activities. S/He will also support the design and implementation of a comprehensive learning plan for the project. S/he will work closely with the project team to implement systems to safeguard the collection and management of data and will ensure that project learning is shared with project staff and partners and is used to inform needed changes to program activities.

  • Develop and supervise the implementation of research, learning, and thought leadership plan.
  • In collaboration with FHI 360 Asia Pacific Regional Office Strategic Information Unit, provide guidance and technical assistance to project staff and implementing partners in ensuring quality and ethical research governance and knowledge products generation.
  • Prepares research concepts for programs and proposals following established policies and procedures.
  • Conducts data analysis, data reviews, and reporting of research data (quantitative and qualitative) for evaluation and quality.
  • Assists with the design and implementation of research studies, including the sampling, recruitment, and statistical analysis.
  • Ensures compliance with government regulations when writing and reviewing protocols, analysis plans, reports, and manuscripts.
  • Develops training materials and conducts training for study implementation based on projectโ€™s goals and strategies.
  • Provides input with questionnaire development, analysis, study design, and material management.
  • Plans, organizes, and manages resources/processes for successful completion of study goals.
  • Promotes dissemination and use of lessons learned by the project team and partners
  • In collaboration with the gender and social inclusion (GESI) manager, ensures that all projectโ€™s research, learning and knowledge products are GESI sensitive

    Minimum Requirements

    • At Least Bachelorโ€™s Degree or its International Equivalent in Knowledge/Information Services, Social Sciences, International Development, or Related Field.
    • At least 3 yearsโ€™ experience working in the field of research, data collection and analysis;
    • Demonstrable skills and experience in developing study protocols, supervising study field activities and data management, and having peer-reviewed publications is highly preferred.
    • Experience conducting similar studies in TB and TPT settings would be an asset.
    • Experience designing and implementing qualitative and quantitative research and survey methodologies.
    • Working knowledge of concepts, practices and procedures for conducting research studies under government regulations
    • Proficiency in Microsoft Office, statistical software and other technology required.
    • Any relevant Tajik professional qualifications are an advantage.
    • Fluency in English, Russian and Tajiki is required.
    • Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan.
