USAID Enhancing Quality of Healthcare Activity (USAID-EQHAII) is a five-year project (October 23, 2023 โ October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.
EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:
Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards. Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities.
JOB SUMMARY:
The Research Analyst will be under supervision of Monitoring Evaluation Research and Learning (MERL) Team Lead. S/he will take a lead in development of research/study/assessment protocol, design sampling approach, develop questionnaire, conduct research, assessment, and data gathering to provide insight for project planning and implementation measurement. S/he will conduct data analysis using research/study/ assessment data, monitoring data, and produce result for informed decision. S/he will lead in research/study/assessment result dissemination and ensure result is available in various format for different audiences. S/he will coordinate for FHI 360โs IRB approval as well as National Ethic Committees for Health Research (NECRH) approval of all research/studies either conducted by FHI 360โs USAID EQHA II or sub-awardee(s) or sub-grantee(s).
KEY RESPONSIBILITIES AND CONTRIBUTIONS:
Technical Leadership:
- Collaborate with project teams to understand the objectives and requirements for research initiatives.
- Develop research plans outlining the scope, methodology, and data sources for project planning and implementation measurement.
- Conducts literature reviews with minimal guidance from senior staff including drafting search criteria and providing synthesis of gaps and opportunities.
- Contributes to discussions on study design; may assist program teams determine which questions can be answered with available data.
- Develop online or offline digital data collection tools using recommended technology to employ questionnaires for field data collection.
- Coordinate and train data enumerators about research/assessment/study design, process, method, questionnaires, data quality control, field communication, and coordination.
- Conduct comprehensive research, assessments, and data gathering activities relevant to the project goals.
- Utilize a variety of sources, including literature reviews, surveys, interviews, and other data collection methods.
- Provide interpretative analysis to offer a clear understanding of trends, patterns, and implications.
- Support project planning by providing research-based insights that inform decision-making.
- Collaborate with project teams to integrate research findings into strategic and operational plans.
- Utilize statistical and analytical tools to conduct data analysis on research data and monitoring data.
- Apply quantitative and qualitative methods to derive meaningful conclusions from the collected data.
- Conducts descriptive and regression analyses using statistical software with minimal oversight.
- Present findings in a visually appealing and understandable format, such as reports, charts, and presentations.
- May lead development of dissemination materials including data visualizations for various audiences, and present or disseminate findings.
- Contributes to new business development efforts.
- May synthesize information for background sections, provide illustrative research or evaluation examples, or contribute to capability statements.
- Validate data sources and methodologies to maintain data integrity.
- Implement monitoring mechanisms to track changes in data trends over time.
- Maintain organized records to facilitate knowledge sharing within the organization.
- Ensure compliance with ethical standards and data protection regulations in all research activities.
- Safeguard the privacy and confidentiality of research participants and collected data.
- Stay updated on research methodologies, tools, and best practices in the relevant field.
- Coordinate for FHI 360โs IRB approval as well as National Ethic Committees for Health Research (NECRH) approval of all research/studies either conducted by FHI 360โs USAID EQHA II or sub-awardee(s) or sub-grantee(s).
- Engage, work with, and seek assistance from FHI 360โs regional MERL Technical Advisor backstop throughout the research/study/assessment design, analysis, results production, and dissemination.
Project Management/Coordination:
- Manages communications with the study team, sites, and vendors; may serve as the primary liaison for sub-contractors (e.g., data collection agencies); may communicate with donor on research products.
- Serve as the lead in technical review of sub-awardeesโ and sub-granteesโ research/study/ assessment and coordinate with relevant technical team for programmatic input for the research/study design.
- Provides technical assistance and oversight to local research partners throughout the study.
- Organizes, plans, and executes events/sessions (e.g., webinars, presentations, and others) designed to advance research/scientific goals.
- Performs other duties assigned.

QUALIFICATION:
- Cambodia national
- Masterโs degree in public health, Behavioral, Life or Social Sciences, International Development, Human Development or related field
- At least five (5) years of experience in designing and implementing both quantitative and qualitative research for USAID-funded or other donor-funded projects preferred.
EDUCATION/EXPERIENCE:
- Masterโs degree in public health, Behavioral, Life or Social Sciences, International Development, Human Development or related field
- At least five (5) years of experience in designing and implementing both quantitative and qualitative research for USAID-funded or other donor-funded projects preferred.
- Experience of quantitative and statistical data analysis using STATA or SPSS or other statistical software.
- Expertise in applied stats methods like Statistical Process Control is a plus.
- Previous experience with public health and working with government health programs is preferred.
- Prior experience in a non-governmental organization (NGO) preferred.
- Good experience in data quality assurance and data utilization
- Experience using media or social media for project communication.
- Proven skills in writing. Articulate, professional and able to communicate in a clear, positive fashion with team members, partners and stakeholders.
- Strong interpersonal skills and demonstrated ability to coordinate with multiple stakeholders (e.g., government personnel, USAID and project partners)
- Good proficiency in Microsoft office, internet, and email.
- Excellent oral and written communication skills in English
