USAID Enhancing Quality of Healthcare Activity (EQHA) II is a five-year project (October 23, 2023 โ October 22, 2028) led by FHI 360 and partnership with KHANA, Kawsang, ThinkWell, and Data Elevates that aims to further improve and sustain service quality by strengthening a harmonized Cambodian high quality health system that will lead to better health outcomes for all Cambodians.
EQHA II builds on the successes to date of the Royal Government of Cambodia (RGC) and development partners and aim at achieving three objectives:
Improved evidence-based policy, guidelines, strategies for more effective and efficient health systems Improved individual and institutional capacity of the public and private sectors to implement, monitor, and evaluate QA according to the national standards Improved individual and institutional capacity of subnational health systems to provide quality services to address emerging national program priorities
JOB SUMMARY:
The Quality Improvement (QI) Manager will be under supervision of Quality Improvement/Health System Strengthening (HSS) Team Lead. S/he will manage EQHA IIโs objective 3 activities at the sub-national level; provide day-to-day management and technical oversight and guidance to field implementation team on QI implementation. S/he will ensure the QI provincial team are equipped with QI and coaching knowledge and skill to implement QI Technical Assistance (TA) approach at the sub-national level effectively. S/he will provide guidance to M&E officer in data management and quality check and enforce and build capacity in data utilization for QI performance measurement to governmentโs sub-national level system. S/he will share best practices from the sub-national level to national level forums on QI works. S/he will collaborate with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA IIโs quality improvement interventions at policy and implementation level.
KEY RESPONSIBILITIES AND CONTRIBUTIONS:
Project Management:
- Manage day-to-day implementation of quality improvement and health system strengthening activities at the subnational level and monitor implementation workplan regularly.
- With support and guidance from QI/HSS Team Lead, ensure activity workplan aligns with EQHA II workplans and scope
- Contribute to sustainability plan development and implementation of project activities and monitor progress regularly.
- Coordinate with relevant stakeholders and partners at sub-national level to ensure synergy of QI interventions.
- Conduct regular project management meetings with QI provincial team to ensure they receive good guidance and technical support.
- Collaborates with other functional teams within EQHA II to ensure harmonized work and a synergy within EQHA IIโs quality improvement interventions at policy and implementation level.
Technical Coordination and Oversight:
- With significant input from relevant EQHA IIโs technical team, implement coordinated and sustainable strategy for quality improvement of health services in public and private health sector.
- In close collaboration with relevant EQHA IIโs technical team, provide capacity building on QI Tools and Methods and Model for Improvement to EQHA II QI provincial team and government officials.
- Support EQHA II QI provincial team and governmentโs subnational health system to implement QI Technical Assistance (TA) approach effectively and ensure consistent practice and QI technical alignment across target provinces in both public and private health sector.
- Support private health facilities screening and selection to be part of QI TA approach implementation.
- Support PHD and OD assessors and coaches to conduct regular QI Collaborative coaching visits and mentor the team to improve quality of services through role playing, hand-on practice, observation, and immediate feedback and develop hospital-wide QI plan.
- Work closely with relevant EQHA IIโs technical team, and sub-national government agencies (PHDs, ODs, RHs, PRH, HCs, etc.) to identify major gaps and propose contextual solutions and improvement priorities in health facilities.
- Ensure documentation of best practices of QIC implementation among supported public and private health facilities.
- Facilitate learning sessions to share best practice and model among supported public and private health facilities through collaboration and coordination with relevant subnational health system and other EQHA IIโs QI team.
- Lead regular Community of Practice and promote on-going communication, best practice learning and sharing among coaches and assessors in target provinces.
- Support health facilities in the process of accreditation standards and minimum licensing standards implementation for public and private health facilities at sub-national level through working closely with Objective 2 of EQHA II.
- Ensure patientsโ voices are integrated in QI collaborative and effort and patients/indigenous populations are engaged in relevant EQHA II activities by implementing patient feedback system and working closely with sub-awardee (KHANA).
- Ensure and maintain technical quality of QIC effort: evidence-based change package, standardized QI indicators, logical storyboards for public and private health sector.
- Work closely with Objective 1 and 2 team to ensure policies/guidelines, standards and regulation are translated into implementation plan at the health facilities at subnational level.
- Ensure coaching activities at facility level follow QIC principles and model: validate the data, check if changes are implemented, coach the team in addressing bottleneck.
- Documentation and communication of successes and lessons from public and private health sector learned to QI/HSS Team Lead and EQHA II SMT.
- Work closely with digital health team and disease specific technical advisors to ensure digital health strategy and plan and relevant national program strategic plan (respectively) is integrated/embedded in health facility QI plan.
- Provide guidance to M&E officer in data management and quality check and enforce and build capacity in data utilization for QI performance measurement to governmentโs sub-national health system.
Project Monitoring, Evaluation, Reporting, and Learning:
- Develops and update annual, quarterly work plans and reports, and knowledge products including functional dashboard to ensure the EQHA IIโs Objective 3 activities are implemented successfully as planned.
- Draft donor technical reports, collates and uploads output and deliverables data to data systems.
- Work closely with MERL team to develop and monitor donor and performance indicators.
- Creates technical content, owning the content of the progress report.
- Contribute to achieving and producing technical deliverables (e.g., reports, presentations,
manuscripts). - Gathers and aggregates data to provide a summary / high level overview as needed.
Staff management:
- Conduct annual performance appraisals, identifying and recognizing positive performance and areas for improvement of team members.
- Manage direct report, review work plans, manage performance, and provide induction, training, coaching, mentoring, and counseling to ensure staff is motivated and have the necessary skills and capacity.
- Provides informal feedback on an ongoing basis and formal feedback in the annual performance evaluation process to identify and develop talent.
- Build a positive collaborative team culture.
- Inform timely and proactively QI/HSS Team Lead and EQHA II SMT about human resource issues.

QUALIFICATION:
- Cambodian National
- Bachelorโs degree in public health, Healthcare Management, and/or any other relevant fields.
- Certificates in Quality improvement course, hospital accreditation standards (preferrable)
EDUCATION/EXPERIENCE:
- Bachelorโs degree in public health, Healthcare Management, and/or any other relevant fields.
- At least 5 years work experience in the health sector
- Experience in design and implementation of quality improvement programs for health care facilities.
- Experience in developing technical materials, providing trainings, and coaching in QI method and tools focusing to health topics such as MCH, HIV, TB, malaria, NCD, and FP.
- Experience in designing and implementing coaching activity on quality improvement.
- Demonstrated program management, planning, and problem-solving skills working on complex projects in a highly sensitive environment are required.
- Knowledge of and experience working in the Cambodian health system at subnational level.
- Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with government personnel.
- Excellent oral and written communication skills in English and Khmer.
- Good proficiency in computer skill including Microsoft office, internet and email.
- Ability to take initiative and ownership, take decisive action based on data and clear criteria, work proactively and independently, manage activities, set realistic priorities and plan for the successful implementation of programs.
- Highly organized, comfortable working on multiple simultaneous projects with government agencies (sub-national); great at completing high quality report submission and meeting deadlines.
- Be innovative, positive and cheerful personality, and highly self-motivated.
- Adaptable and flexible in a variety of tasks contributing to work even outside of Job Description as required.
