Project Coordinator

We are currently seeking qualified candidates for the position of: Project Coordinator for the Alive & Thrive initiative. The position will be based in Phnom Penh, Cambodia with traveling to provinces when required.

Alive and Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development. From 2009 to 2014, A&T demonstrated that rapid improvements in infant and young child feeding (IYCF) are possible in settings as diverse as Ethiopia, Bangladesh, and Viet Nam. In 2014, A&T began working in Burkina Faso, India, Nigeria, and throughout the Southeast Asia region, expanding its scope to include maternal and adolescent nutrition, and using agriculture and social protection programs as delivery mechanisms for maternal, infant, and young child nutrition (MIYCN). Currently, A&T is leveraging its robust network and knowledge base to strengthen systems and build capacity in these and other countries across Africa and Asia, and disseminate innovations, tools, and lessons worldwide. The A&T initiative, managed by FHI 360, is currently funded by the Bill & Melinda Gates Foundation, the Government of Ireland, UNICEF, the World Bank, and other donors.

In East Asia Pacific (EAP), A&T provides strategic technical assistance to governments and a network of local partners with a focus on eight countries (Cambodia, Indonesia, Laos, Myanmar, Papua New Guinea, the Philippines, Thailand, and Viet Nam) to facilitate policy and system reforms aimed at increasing investment and creating an enabling environment for MIYCN. With funding from the Government of Ireland, A&T is strengthening MIYCN service delivery with a focus on equity to reach the most vulnerable in Cambodia, Laos, and Viet Nam. With funding from the World Bank, A&T is utilizing global evidence to inform the Government of Papua New Guinea’s social and behavior change strategy under a national multi-sectoral stunting reduction program. As an endorsed technical assistance provider to the Association of Southeast Asian Nations (ASEAN) Health Cluster, A&T supports the development of regional standards and collaborates with member states to improve the quality and coverage of MIYCN policies and programs throughout the region.

JOB SUMMARY:​

The Project Coordinator will work under the supervision of the Cambodia Program Manager. S/he will coordinate among A&T’s stakeholders and support the program implementation to ensure the successful execution of policy, strategies, advocacy, and health systems strengthening related to women’s and children’s nutrition in Cambodia.

KEY RESPONSIBILITIES AND CONTRIBUTIONS:

• Technical support: Provide technical support and conduct field visits to increase the uptake of A&T policy, advocacy, behavior change communications and breastfeeding-friendly health system approaches, tools and materials. Provide technical support and oversee the establishment and implementation of centers of excellence for breastfeeding.
• Evidence generation: Support developments and updates of situation analysis, including gathering and reviewing studies, policies and materials, and stakeholder and opinion leader assessments. Support implementation of research and studies in collaboration with partners and contractors.
• Strategic Communication: Develop strategic communication products in collaboration with partners and contractors for policy, advocacy, behavior change communication, and centers of excellence for breastfeeding.
• Representation and engagement: Represent A&T in relevant Government, and partner meetings, workshops, working groups, and networks.
• Measurement, learning and evaluation: Support measurement, learning and evaluation activities, including monitoring tools and progress in the implementation of the workplans and contribute to project evaluations.
• Documentation and dissemination: Contribute to the documentation, dissemination and reporting of A&T activities, experiences and results for partner and donor updates, publications, social media and relevant communication channels. Facilitate cross-country and cross-donor learning as appropriate.
  • Provide support to project development, such as annual work plans, arranging meetings, training, field visits, and coordinating with government institutions from different ministries.
  • Monitor project implementation using A&T and partners’ monitoring systems and frameworks.
  • Maintain and update project data of the Mother Experience Survey (MES) in the Kobo Toolbox and coordinate with the National Maternal and Child Health Center (NMCHC) and National Nutrition Program (NNP) to utilize the findings for corrective action.
  • Coordinate with NMCHC focal points to maintain E-Learning programs related to nutrition.
  • Set up, maintain, and update the filing system to include project documents, including work plans, project reports, project updates, and other project-related documents.
  • Maintain and disseminate project materials to stakeholders via digital platforms and other channels.
  • Prepare and develop communication tools for project activities such as A&T monthly newsletter, press release, etc.
  • Represent A&T in the working group meetings or workshops as needed and keep track of minutes, and reports of the attended events, including translation of documents.
  • Contribute to the documentation, dissemination, and reporting of A&T activities, experiences and results for partner and donor updates, publications, social media, and relevant communication channels. Facilitate cross-country and in-country learning exchanges as appropriate.
  • Develop scopes of work (SOW), selection memorandum, and other relevant material for purchase orders (PO) and consultants, manage contracts to ensure high-quality deliverables that contribute to project plans, and collaborate with regional procurement specialists to ensure timely submission of deliverables and payments.
  • Coordinate expense authorization (EA) and travel expense reports of staff and coordinate with accounting and finance staff to ensure timely submission of the EAs and Travel Expense Reports (TERs).
  • Collaborate with FHI360 Admin and Finance staff at the country office and A&T Regional Office to ensure all A&T activities in Cambodia are aligned with FHI360 procedures and requirements.
  • Other duties as assigned.

    QUALIFICATION AND EDUCATION/EXPERIENCE

    The candidate is expected to meet the following requirements and demonstrate the following competencies:

    • Cambodian National
    • Master’s degree, medical doctor degree or similar qualifications in the field of medicine, public health, nutrition, human development.
    • At least 5 years’ experience in NGO project implementation and monitoring.
    • Experience working in the health system at multiple levels: National and Subnational levels including the Provincial Health Department, Health Operational District, hospital, health center, and/or community.
    • Knowledge and experience working with government agencies, stakeholders, the private sector, and/or NGOs before.
    • Ability to take initiative and ownership, make decisions, work proactively and independently, manage activities, set realistic priorities, and plan for the successful implementation of the project.
    • Ability to negotiate and find acceptable solutions when problems emerge.
    • Excellent interpersonal and communication skills.
    • Fluency in Khmer and English, both spoken and written.
    • Ability and willingness to undertake field travel when needed.
    • Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, PowerPoint), Facebook, Telegram, TikTok and related mobile applications.
    • Willingness and ability to learn new things/skills as required.
