What we are looking for
Monitoring and Evaluation expertise with experience in humanitarian sector preferably with an international NGO in an emergency or post-conflict setting, including M&E capacity and systems development.ย
The successful candidate will have strong experience and knowledge of principles and current approaches to monitoring, evaluation and research in relief and development programs, using both quantitative and qualitative methods.
Understanding of data and information needs for program management and decision making with prior experience facilitating capacity building efforts for teams, including local partner agencies
What you will do
The role of the Monitoring, Evaluation and Learning (MEL) Adviser is to establish and implement systems to promote evidence-based decision making, programme and project performance, and internal management.ย
The MEL Adviser will lead the assigned research for programme and advocacy activities, oversee the consortium MEL activities by coordinating with partners, chair the MEAL technical working group and contribute to MEL activities of ICLA CC.ย
The role holder will provide support to in-country and consortium partner staff pertaining to MEL and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems.ย
Key responsibilities:
Support and contribute to the development and implementation of MEL systems, including MEL Standard Operation Procedures, guidance and tools.ย Ensure smooth functioning of the MEL system including internal and external reporting and contribute to the development of the country officeโs M&E framework. Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL.ย Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.ย Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.ย Support in planning and implementation of research activities in NRC Jordan, acting as the focal point for all externally contracted research activity. Lead and coordinate with the partner organisations, sub-contractors MEAL/M&E technical leads to support the development, review and adaptation of the consortiumโs MEL systems, SOPs and other guiding frameworks and tools ensuring standardized implementation of M&E activities across partner organizations.ย Coach and mentor staff members to develop their skills and ensure high-quality evidence-based reporting as well as support efforts to enhance agencyโs MEL systems.ย Line management, this includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staffโs achievement.ย Adherence to NRC policies, and a specific responsibility for the NRC MEL functions policies and procedures.
