What you will do:

The role of the Education Project Manager position is to implement the Education programme/project(s) portfolio in the Rakhine Area Programme, Sittwe, Myanmar. You will be responsible for quality assurance, mentoring, training, and capacity building of staff. You will also take a lead role in coordination, and actively contribute to advocacy as well as programme design and proposal development for fundraising for the Education CC.ย

Generic responsibilitiesย
Line management for project staff.
Adherence to NRC policies, guidance, and procedures.
Contribute to the development of Country, Area, and Education strategies, initiate, and participate in the development of relevant Education projects.ย
Coordinate and manage Education project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
Implement technical direction and ensure high technical quality of projects.
Provide regular progress reports to the Area Programme Manager and the Education Specialist
Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist.
Develop and manage project budget (in cooperation with APM) and coordinate across CCs.ย
Ensure capacity building of project staff and transfer key skills.
Liaise and collaborate with relevant local authorities and other key stakeholders.
Contribute to the implementation of Safe and Inclusive Programming (SIP) Minimum Standards across the programmatic approaches and strategic direction.
Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilitiesย
Contribute to the design and development of new proposals and concept notes, and contextualization of activities and materials.ย
Contribute to reports to donors and any other requests made by the GPU to ensure good reporting
Initiate and lead new assessments relevant to the Education response and expansion at the Area level, in coordination with other CCs PM, to ensure coordinated response.
Contribute to the development and revision of NRC Education CC strategy and action plans.
In collaboration with the MEL team, take the lead in the development and revision of the education projectsโ monitoring and evaluations, learning systems and indicators, data collection tools, etc., and have a MEL workplan
Ensure the timely reviews and adjustments of the project and the projectโs targets, implementation plans and budgets as may be required ad hoc.
Responsible for project budgetary controls, including expenditure controls, spending plans, monthly cash transfer plans, budget monitoring, and revisions in line with NRC financial management systems.
Provide regular progress reports on activities, spending, procurement, and staffing to the Area Program Manager.
When feasible, ensure regular site visits to oversee the timely project implementation and adapt to local needs.
Represent NRC in sectoral coordination, emergency meetings, clusters and/or working groups at area level.
Analyse the needs of the education team in terms of capacity strengthening, build and implement a capacity strengthening plan to ensure quality implementation.
Apply protection and prevention mechanisms in all project activities and interactions to ensure the safety and well-being of staff and programme participants.
Identify and work closely with local partners contributing to their empowerment.
Contribute to regular advocacy products highlighting education-related issues.

What you will bring
Minimum 3 years of experience from a senior-level project implementation position in a humanitarian/recovery context
Technical Education expertise, in particular non-formal education, first line response, and youth programming and psychosocial support
Degree in Humanities, International Relations, or Social Sciences
Experience from working in complex and volatile contexts.
Documented results related to the positionโs responsibilities
Knowledge about own leadership skills/profileย
Fluency in English, both written and verbalย

Context/ Specific skills, knowledge, and experience:ย
Knowledge of the context in Myanmar and/or neighbouring countries is an asset.
Experience in shaping and scaling up education in emergency response, including assessments, developing response strategies.
Experience with applying ICT tools in assessments, for analysis, documentation, and reporting.
Experience with developing proposals, budgets, work plans, reports, and monitoring and evaluation.
Experience with capacity building and team building of staff and community mobilisation.
Experience with partnership-based approaches, coordination, and holistic programme designs
Knowledge and understanding of humanitarian standards such as INEE and Sphere
Proficiency in the Myanmar language (desired).ย

Duration of Contract: 1 year. Open to Myanmar Nationals only.
