BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Common Alerting Protocol (CAP) is a standard for alerting, designed for any media, to communicate information about any kind of hazard situation to anyone. It is important for members to understand CAP and its value in enhancing how organizations coordinate and disseminate alerts. The WMO Disaster Risk Reduction MHEWS Office and Public Services (DMPS) branch is promoting the uptake and sustainability of CAP within all WMO members. Therefore, the services of a Consultant are being sought to update the online CAP Course and Resources available on the WMO Education and Training Programme Moodle Site.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the DRR Technical Development Division, Services Department and WMO Experts, the incumbent will be required to:
1. Attend an Inception Meeting with the WMO Secretariat focal points and key members of the WMO Expert Teams to discuss the scope of the work.
2. Review the current CAP eCourse and resources, WMO guidelines and other available resources to determine gaps and to revamp the eCourse.
3. Re-develop and re-organise the learning objectives of the course, the modules and instructional materials under the guidance of the WMO Secretariat and Experts.
4. Capture and include best practices, lessons learnt and case studies on CAP from among WMO members.
5. Collaborate with key stakeholders and subject matter experts as recommended by the WMO Secretariat and Experts to determine the knowledge gaps on CAP and re-fine the eCourse.
6. Design a functional CAP eCourse on the WMO Moodle considering that the eCourse will also be translated into the WMO languages.
7. Include a feedback mechanism and provisions for future extension of the eCourse.
The following deliverable are expected for the endorsement of WMO:
a) An Inception Report outlining the scope of the work, the anticipated methodology, resources to be utilised, risks, mitigative measures and the general design of eCourse.
b) Script of the eCourse content which should include inter alia, provision of support-ing aids such as images, simulation exercises, case studies, interactive activities, feedback mechanism and audio-visual materials. The script should also include a version which would allow for the ease of translation of the revamped CAP eCourse into the WMO languages.
c) Functional CAP eCourse built on the WMO Moodle tested and implemented.
QUALIFICATIONS
Education
A Bachelors (BSc.) or masters (MSc.) degree in Educational Technology, Instructional Design, or a related field.
Experience
At least 5 years of proven experience in distance learning education, instructional design and developing e-learning courses. Working knowledge of course development soft-ware, tools, and Learning Management Systems such as Articulate and Storyline.
Other requirements
Qualification and/or experience in Meteorology, Disaster Management, Common Alerting Protocol (CAP) or a related field would be an asset.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
