Under the supervision of the WMO energy expert and the ENANDES/ENANDES + Projects Manager (RAM/PO), the incumbent will perform the following duties as part of energy activities under the WMO ENANDES/ ENANDES+ project:
(a) Collect and analyse solar radiation data from three stations in Argentina (UNLu-Armstrong, NMS-Pilar, and Buenos Aires), along with relevant NWP forecast data (e.g., temperature, cloud cover).
(b) Evaluate the performance of hourly global solar radiation Numerical Weather Prediction (NWP) from the National Meteorological Service of Argentina (NMS), using standard metrics.
(c) Develop an AI-based short-term solar forecast model (up to 3 days ahead) for the selected sites. The model should be designed for scalability and adaptable to other locations with appropriate calibration.
(d) Create a Jupyter Notebook presenting the verification and AI-based forecasting model, including open-source code. In addition, draft a technical document (Operating Instructions) detailing how to run, use, and maintain the tool.
(e) Prepare a 1-hour recorded training based on the Jupyter Notebook and the operating instructions documents and contribute to a 2-hour WMO technical webinar to disseminate the results and present the developed service to other countries involved in the project. QUALIFICATIONS
Education
University degree (preferably a PhD or equivalent) in Meteorological Science, Environmental Engineering, or a related field, with a strong foundation in climate and weather modeling.
Experience
Strong background in working with solar radiation data.
Desirable knowledge in Numerical Weather Prediction (NWP) models and NWP data analysis, as well as observational meteorological data.
Experience in using data-driven analysis methods, such as neural networks, with applications in solar forecasting and model validation.
Other requirements
Priority will be given to national experts from Argentina, due to the project's location.
Priority will be given to experts from WMO Regions III (South America) and IV (Central America) with Spanish language skills, as well as.
Languages
Excellent knowledge of English and Spanish (both oral and written) is required. Knowledge of other official languages of WMO would be an advantage.
