Organizational Unit

Technical Coordination and GFCS Support (TCG), Services department and Hydrological Monitoring (HYM) section, Infrastructure department. DUTIES AND RESPONSIBILITIES

Under the supervision of the C/HYM and in close coordination with the SO/HYM and CREWS Central and West Africa project team, the consultant will support hydrology data management and exchange, with the following key responsibilities:

a) Assist in the development of data exchange protocols and agreements between regional centers and countries in West and Central Africa, based on existing national and regional data policies and in alignment with the WMO Unified Data Policy;

b) Support National Hydrological Services (NHS) in the implementation of WMO Hydrological Observing System (WHOS) in alignment with WIS 2.0 and integration with flood forecasting systems based on their specific country needs;

c) Contribute to the organization of regional training sessions on interoperable hydrology data exchange and management by engaging with regional centers (AGRHYMET, River Basins Authorities, etc) and promoting WHOS/WI2.0, WMO Standards and technical regulations among members in Central and West Africa;

d) Support the development of training materials on interoperable hydrological data exchange and WHOS technologies, and the translation and contextualization of technical regulations for national capacity building in West and Central Africa;

e) Collaborate with relevant WMO Units to assist NMHS in registering hydrological stations in OSCAR/Surface and in the development of National schemas for WIGOS Station Identifier (WSI);

f) Support the engagement of learning communities (cohorts) on satellite altimetry under the CREWS projects, including the establishment of a Moodle-based learning platform to facilitate continuous feedback, knowledge exchange, and follow-up trainings.
QUALIFICATIONS
Education
- Graduate of a recognized university or technical institute with an initial degree in hydrology, civil engineering, water resources management, physical geography or environmental studies or a related field with an orientation to applied hydrology.

- Post-graduate qualifications in the fields of Hydro informatics, hydrology and/or water resources management would be an advantage.
Experience
- A minimum 2 years of demonstrated experience on hydrological data management and standardization (related to WMO framework).

- Experience in WIGOS tools, WIS2.0/WHOS; knowledge of FAIR principles is an added advantage. A working experience in practical work related to hydrological monitoring, or modelling or water resources management.

- Experience in development or implementation of standards, regulations or guidance material.
Other requirements
- Integrity, maturity of judgement, initiative and creativity; ability to effectively and efficiently work with MS Office applications, and programming languages; scrupulousness and precision in discharging his/her duties; ability to work in a multicultural environment and to foster team spirit, excellent communication skills, oral and written.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

Proposed fee: 240-380 USD per day, depending upon experience, knowledge and skills.
