DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief of Planning, Foresight and Performance Office, the incumbent will perform the following duties:

1) Contribute to the development of an Early Warning Systems (EWS) Effectiveness Index;

2) Conduct research on existing methodologies for measuring the effectiveness of early warnings;

3) Consult with a list of experts to be identified by the pillar leads and the members of the EW4All Monitoring & Evaluation Working Group;

4) Identify indicators along the 6 dimensions of the conceptual framework based on a clear set of criteria, including assessment of data availability and reliability;

5) Explore alignment to ongoing initiatives focused on anticipating event simulations and post-event analysis;

6) Identify countries where it could be tested.

The expected deliverables from the consultancy are as follows:
- A report summarizing the body of existing knowledge and relevant methodologies;

- A robust proposal on indicators along the 6 dimensions and a proposed methodological approach;

- A feasibility assessment.

QUALIFICATIONS
Education
University degree or equivalent in social science, economics, statistics, development studies, international relations, or a closely related field.
Experience
A minimum of 7 years of combined national and international progressively responsible experience in research, policy analysis, monitoring and evaluation and stakeholders engagement, preferably in the field of disaster risk reduction, early warning systems, anticipatory action. Proven experience in report writing, development of indicators, facilitation of consultations and workshops. Prior work with United Nations and other international organizations would be an asset.
Other requirements
- Sense of integrity, responsibility, maturity of judgement, initiative and creativity.
- Excellent analytical, data management, communication, presentation and interpersonal skills.
- Proven experience to analyze, model and interpret data in support of decision-making.
- Demonstrated ability to plan, organize and manage multiple workloads.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed fee: Band D: approx. 650 USD per day depending on experience, knowledge and skills.
