DUTIES AND RESPONSIBILITIES 
 This consultancy aims to document WMO's revised processes within the Quantum ERP system across Finance (FIN), Supply Chain Management (SCM), Human Capital Management (HCM) and IT General Controls (ITGC) over the ERP to support process clarity, definition of key internal controls, user documentation, and future training.
Under the supervision of the Controller, the incumbent will perform the following duties: 
- Work closely with cross functional WMO business teams and UNDP functional leads to understand the finalized processes in Quantum. 
- Prepare clear and complete documentation of each business process at the Level 3, including: 
 - Process flow diagrams (e.g., using Visio); 
 - Step-by-step breakdowns (BP80 format);
 - Identify and record key internal control points within each process.;
 - Prepare Risk and Control Matrices, focused on key business process risks for each of the core business processes.
DELIVERABLES:
- Business Process documentation for the FIN, SCM, HCM, and ITGC streams as further identified in Annex A, including process flow, roles and responsibilities, tools and systems, and inputs and outputs. 
- Process flow diagrams for each of the processes (Visio or equivalent).
- A summary of internal control steps and related risk and control matrices per process. 
 
    QUALIFICATIONS 
     Education 
 Bachelor's Degree in one of the following fields: 
- Business Administration 
- Information Systems / Management Information Systems (MIS) 
- Accounting or Finance (especially for ERP Finance modules) 
- Computer Science 
     Experience 
 - Performed the role of Business Analyst or Functional lead in least three Oracle-based ERP implementation projects. 
- Strong cross-functional knowledge of business processes related to Finance, Procurement, HR, and ITGC. 
- Experience working in at least one UN organization with a good understanding of the internal controls, policies, and procedures within the UN. (Such as UNSC, IPSAS). 
     Other requirements  
 - Business analyst Certification such as BPMN, CBAP, PMI-PBA etc . 
- Proficient in process design tools such as Visio, BP.080 Templates for business process documentation. 
     Languages 
 Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.
