DUTIES AND RESPONSIBILITIES
The objective of this consultancy (or consultancies) is to finalize and successfully deliver a concept note and full project proposal to the Adaptation Fund for the project named: \"Enhancing Climate Change Adaptation Capacity in Central America with Focus on Costa Rica and Panama: Improving Hydroclimatic and Early Warning systems and integrating with Water Resources Management\".
This service will be structured, but no limited, by the following activities:
- Review of the draft concept note and provide edits as needed;
- Make changes and edits to the concept note as per feedback from the Adaptation Fund;
- Review the available information and consultation/assessment reports;
- Prepare a plan for additional consultations (especially with local stakeholders) and organize them in coordination with NMHS of Costa Rica and Panama;
- Conduct virtual sessions with stakeholders, compile information and synthetize it;
- Draft full project proposal following the Adaptation Fund guidelines and requirements;
- Ensure that inputs from Social and Environmental Risk Analysis are properly included in the project proposal;
- Make changes and edits to the project proposal as per feedback from the Adaptation Fund to ensure acceptance.
DELIVERABLES
Deliverable 1 (Week 3): Review of draft Concept Note.
Deliverable 2 (Week 6): Edits to Concept Note as requested by the Adaptation Fund.
Deliverable 3 (Week 20): Draft Project Proposal.
Deliverable 4 (Week 28): Final report with accepted project proposal.
QUALIFICATIONS
Education
Master's degree in the field of Hydrology, Civil Engineering, or related fields. Master's degree in management and Business administration would be an advantage.
Experience
Minimum ten years of experience in the field of hydrometeorology, operational hydrology, forecasting, hydrometeorological services provision, coordination of technical activities related to hydrometeorological.
Minimum five years of work in international projects related to hydrology and/or meteorology (technical advisor, consultant, etc.).
Minimum five years of project management/support/technical assistance in hydrometeorology or related fields.
Proven practical work experience in NMHSs, project coordination, and team-management is desirable.
Proven experience in working with NMHSs in Central and/or South America; previous work in Costa Rica and Panama is an asset.
Proven experience working with multilateral and UN agencies.
Other requirements
Acceptance of the UN code of conduct for evaluators.
Familiarity with the hydrological and institutional diversity of the Central American region.
Experience developing project proposals, with focus on hydrometeorological activities.
Experience with WMO initiatives and WMO structure and bodies.
Languages
Fluency in Spanish and English (both oral and written).

Proposed fee: Band B/C depending upon experience, knowledge and skills of the selected candidate(s).
Should field missions be required, travel costs and DSA will be provided to the consultant(s) by WMO.
