DUTIES AND RESPONSIBILITIES
The consultant will undertake the following tasks in support of the Mid-Term Evaluation of the CREWS Malawi Project and the development of the Monitoring and Evaluation (M&E) Framework and Financing Strategy for the NFWCS:
TASK 1: MID-TERM EVALUATION OF CREWS MALAWI PROJECT
Task 1.1. Review relevant project documents (e.g., logframe, budgets, monitoring data, progress reports), and conduct systematic stakeholder consultations with CREWS implementing partners and national stakeholders (DCCMS, DWR, DoDMA).
Task 1.2. Evaluate project performance using OECD-DAC criteria-relevance, effectiveness, efficiency, impact, and sustainability-with a focus on institutional coordination, technical delivery, and stakeholder engagement.
Task 1.3. Document success stories and socio-economic benefits that demonstrate project impact and contribute to institutional learning.
TASK 2: SUPPORT TO THE NFWCS M&E FRAMEWORK AND FINANCING STRATEGY
Task 2.1. Review the NFWCS strategic and costed action plans, relevant national frameworks (e.g., NAP, NDC, DRM), and map existing M&E systems to ensure alignment, coherence, and integration across sectors and partners.
Task 2.2. Develop a results-based M&E Framework for NFWCS, including a Theory of Change (ToC), indicator matrix, data collection tools, and an operations manual/toolkit, through an inclusive process involving stakeholder consultations and validation workshops.
Task 2.3. Provide technical support to design a Financing Strategy for the NFWCS, outlining cost estimates, funding sources, and mechanisms for integration into national budgets and development partner support.
MAIN DELIVERABLES
The consultant is expected to deliver the following deliverables:
- D.1: Inception Report for Task 1 and Task 2: Outlining the methodology, evaluation approach, and work plan.
- D.2: Mid-Term Evaluation Report: A detailed report (max 40 pages excluding annexes), including a 3-4-page executive summary, assessing the performance of CREWS Malawi activities.
- D.3: Annexed Case Studies / Success Stories: Highlighting socio-economic benefits, user feedback, and institutional learning.
- D.4: NFWCS M&E Framework: Including ToC, logical framework, indicators, and alignment with sectoral/national systems.
- D.5: Financing Strategy for NFWCS: Providing short-, medium-, and long-term funding options, budget estimates, and sustainability recommendations.
QUALIFICATIONS
Education
A minimum of a master's degree or equivalent in meteorology, climatology, geography, climate change, or other relevant disciplines.
Experience
Experience (minimum 7-year) in designing, implementing or evaluating projects in Eastern and Southern Africa.
Other requirements
Willingness to travel nationally and internationally.
Acceptance of the UN code of conduct for evaluators.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
