DUTIES AND RESPONSIBILITIES

1. Background and Purpose
The objective of this consultancy is to conduct a Monitoring and Evaluation (M&E) plan for the Climate Services and Early Warning for Adaptation in Africa (CEWA) project, covering Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe. Following the approval of the project concept note, the AfDB requires the preparation of a Project Appraisal Report (PAR) to further elaborate on the structure of the initiative, including an M&E plan to ensure effective project implementation, accountability, and impact assessment.
The consultancy will be conducted entirely online, in close collaboration with key stakeholders, including National Meteorological and Hydrological Services (NMHSs), government agencies, development partners, and local communities.
The consultancy will be carried out over a period of 5 weeks, covering 20 working days, starting from 19 May 2025. It will consist of the following tasks to be included in the main PAR document and Annex on the M&E Plan:
- Conduct an initial online consultation with WMO and AfDB to align expectations, get acquainted with existing data, institutional frameworks and methodologies, and confirm data collection requirements.
- Develop a comprehensive methodology for the M&E plan, including data collection tools and approaches tailored to the specific context of the CEWA project and aligned to AfDB and WMOโ€™s existing frameworks.
- Prepare an inception report, outlining the methodology, approach, and work plan.
- Conduct consultations with national stakeholders within the project operational district, including project managers, government officials, community members, and representatives of women's and youth organizations
- Analyze the collected data to define KPIs, baselines, and targets and integrate gender-sensitive and disaggregated indicators.
- Draft the M&E plan following the template provided in Annex 4-1 of the PAR.
- Draft Section 4.D of the PAR (approx. ยฝ page) explaining the institutional arrangements for project M&E, M&E capacity assessments, type of M&E system to be used, costing, financial and human resource implications of the M&E system chosen. The project should include financing to cover M&E needs, under operational costs. Any weaknesses in existing M&E arrangements and capacity should be identified and solutions included. Indicate how the project stakeholders will participate in monitoring and evaluation.
- Prepare a Results Framework based on the project concept note (see further instructions Section 7 of the PAR).
- Submit the first drafts for review by WMO and AfDB.
- Consolidate and submit the final versions.

2. Deliverables at the end of the contract
The consultant will provide the following deliverables to WMO:
- 21 May 2025: Inception report finalized;
- 2 June 2025: Brief stakeholder consultation report submitted;
- 6 June 2025: The first draft of the M&E plan (See Annex 4-1 and Section 4.D of the PAR) and Results Framework (See Section 7 of the PAR) submitted;
- 20 June 2025: Consolidated versions of all documents submitted.

3. Reporting and coordination
Under the supervision of Lara Bethรดnico (lbethonico@wmo.int) and the WMO Regional Office in Africa, the consultant will work closely with representatives from Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe, and with others, as needed.
QUALIFICATIONS
Education
Advanced degree in a relevant field, focusing on M&E, development, climate change or natural resource management.
Experience
- Minimum 10 years of professional work experience in Africa.
- Practical experience with (i) developing M&E strategies and plans, indicator design, baselining, survey design and management and (ii) undertaking programme and project level reviews and evaluations.
- Familiarity with research and evaluation methods, which should include work on at least two of the following: theory-based approaches, logframe development, qualitative/semi-quantitative participatory methods, policy analysis, contribution analysis (e.g. process tracing, qualitative comparative analysis), household surveys, value for money analysis, quasi-experimental impact assessment.
- Proven skills in project planning, management and report writing.
- Strong numeracy skills and use of statistical packages.
- Experience working with multilateral development banks (AfDB, World Bank, etc.).
- Understanding and experience working within the international climate sphere, such as COP negotiations, adaptation and mitigation priorities for Africa, the Paris agreement and other recent/evolving country and regional commitments.

The consultant will provide remote technical support, working closely with the National Meteorological and Hydrological Services (NMHSs) in Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe.

Candidates are encouraged to include references to proven analytical products developed under their previous working experience.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
