DUTIES AND RESPONSIBILITIES
The consultant is expected to perform the following activities:
1.1 Desk review of project reports, including annual reports, project budgets, progress reports (executing agencies), project monitoring tools, project virtual library, ToRs, reports from the project steering committee, and any other materials that may be considered useful for the evidence-based assessment approach;
1.2 Develop an inception report with proposed methodologies, evaluation questions and sub-questions (evaluation matrix), survey questionnaire, and interview protocols. The report must include outlines and methodologies for project final evaluation, in line with the six evaluation criteria endorsed by the OECD-DAC: Relevance, Effectiveness, Efficiency, Impact, Sustainability, and Coherence, and in compliance with the UN Norms and Standards for Evaluation;
1.3 Develop questionnaires for interview and submit for feedback to WMO and implementing partners;
1.4 Organize interviews with the following personnel and organizations, at a minimum:
- Staff involved in the project implementation in WMO, UNDRR and WB;
- Key partners implementing EWS project
- Stakeholders of meteorological, hydrological, disaster-risk reduction, and agrometeorological services, including warning services;
- Key consultants contributing to the project implementation;
- Community members/ beneficiaries.
1.5 Assess the financial aspects of the project, including the extent of co-financing established. Project cost and funding data will be required, including annual expenditures. Variances between planned and actual expenditure will need to be assessed and explained;
1.6 Develop a project evaluation report in English, with an executive summary on the project implementation from its inception, July 2021 until April 2024; It must also include a chapter providing a set of conclusions, recommendations, and lessons per evaluation criteria.
1.7 Prepare a final PowerPoint presentation with recommendations, lessons learned for future projects, and management actions for the project;
1.8 Provide any additional comment(s) or clarification(s) after report delivery, if required. QUALIFICATIONS
Education
Advanced degree in social science, or a field relevant to supporting early warnings systems and disaster risk reduction.
Experience
- A minimum of 7 years of experience in the design, management and evaluation of development projects (incl. results-based management), experience in designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports;
- Project evaluation experience (results-based management evaluation methodologies for instance);
- Fluency in English, both spoken and written;
- Adherence to the UN code of conduct for evaluators;
- Project evaluation/review experience within the United Nations System;
- Experience working in the Southeast Asia region is required, experience on early warning systems and relevant sciences is desired;
- Experience in gender sensitive evaluation and analysis, and demonstrated understanding of issues related to gender is an asset.
Other requirements
Availability during the proposed period:
The consultant will be available and accessible online and is expected to travel to the countries once for an on-site visit.
Languages
Excellent knowledge of English (both oral and written).

Proposed fee: Payband C - apprx. 400 USD per day depending upon experience, knowledge and skills.
