DUTIES AND RESPONSIBILITIES
BACKGROUND OF THE ASSIGNMENT:
Mauritania and Senegal have requested support to WMO with regards to strategic planning and quality management systems. WMO has submitted a proposal to WISER, and was awarded a 100,000 GBP grant to support these endeavors.
The consultancy is to assist the WMO project manager in implementation (with NMHSs) and reporting to the donor.
DUTIES AND RESPONSIBILITIES:
Under the supervision of the Head, Technical Coordination and GFCS support unit (TCG), Services Department, the incumbent will support different projects and perform the following duties:
1. Providing advice to ensure reflection of Gender Equality and Social Inclusion (GESI) and Socio-Economic Benefits (SEB) analysis in the NMHS strategic plans of ONM (Mauritania) and ANACIM/DM (Senegal) - 9 days;
2. Supporting the development of monitoring mechanisms for the national strategic plans and national frameworks for climate services, to enable NMHSs to report progress to their respective Boards - 8 days;
3. Supporting the hiring of consultants and partners to achieve the project objective (including contribution towards certification of ANACIM as per the ISO 9001:2015 quality management system) - 8 days;
4. Supporting resources mobilization in Mauritania and Senegal (assisting NMHSs in the development of project proposals) - 8 days;
5. Contribute, with other consultants, to the WMO Strategic Planning Community of Practice (CoP) and updating of the NSP/ QMS spreadsheet - 3 days:
a. Participate in a 3rd meeting to strengthen the membership and Member support from the CoP (strategic planning, QMS, legal framework);
b. Assist NMHSs in extracting lessons learned from Mauritania and Senegal, to capitalize on strategic planning, QMS and institutional strengthening instruments.
6. Coordinating the reporting to the donor (WISER) - 10 days.
The following documents - with links to deliverables corresponding to the duties listed above - will be provided to WMO:
- Inception report, by mid-April 2024;
- Mid-term report, by mid-Sept 2024;
- Final report, by Dec 2024.
QUALIFICATIONS
Education
Degree in meteorology, business administration or a field relevant to supporting national meteorological and hydrological services (NMHSs).
Experience
Experience with NMHSs of Mauritania and Senegal. Minimum 10 years of experience in supporting institutional aspects of NMHSs capacity development and implementing projects.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

SALARY: 620$ - 750$ net of tax per day.
