DUTIES AND RESPONSIBILITIES

1. Background and Purpose
The objective of this consultancy is to conduct a Gender Analysis for the Climate Services and Early Warning for Adaptation in Africa (CEWA) project, covering Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe. Following the approval of the project concept note, the AfDB requires the preparation of a Project Appraisal Report (PAR) to further elaborate on the structure of the initiative, including a Gender Analysis to ensure that the project effectively mainstreams gender equality considerations in all phases.
The consultancy will be conducted entirely online, in close collaboration with key stakeholders, including National Meteorological and Hydrological Services (NMHSs), government agencies, development partners, and local communities.
The consultancy will be carried out over a period of 5 weeks, covering 20 working days, starting from 19 May 2025. It will consist of the following tasks to be included in the main PAR document and Annex on the Gender Analysis:
- Conduct an initial online consultation with WMO and AfDB to align expectations and confirm data collection requirements;
- Conduct a desk review of existing literature, reports, and studies on gender and infrastructure development in the hydrometeorology sector;
- Develop a comprehensive methodology for the gender analysis, including data collection tools and approaches tailored to the specific context of the CEWA project;
- Prepare an inception report, outlining the methodology, approach, and work plan;
- Conduct consultations with national stakeholders within the project operational district, including project managers, government officials, community members, and representatives of women's and youth organizations using gender sensitive methodologies;
- Analyze the collected data to identify gender-related challenges, gaps, and opportunities in infrastructure development projects within the CEWA project;
- Prepare a Gender analysis report: The operation should demonstrate a gender analysis of the relevant sector. The analysis should identify gender gaps, differences and disparities that may affect the feasibility and success of the program/project. The analysis should also identify opportunities within the program/project to reduce gender gaps and mainstream gender concerns. The analysis also includes measures that may be required in project design and implementation to ensure that, the project also has no adverse gender impacts and that all project activities and outputs \"do no harm\" from a gender perspective;
- Establish the impact of the project on the promotion of gender equality and/or empowerment of women: This section provides details of how the project / project will impact on gender dimensions in terms of income/resources, quality of life, and distribution of the benefits;
- Establish the Gender Marker System Categorization: What is the gender category of the project? Include the justification for the category as guided by the criteria and requirements of the AfDB Gender Marker System;
- Verify the results framework: The operation should ensure that the gender and women's empowerment issues identified in the analysis are also integrated in the results framework. This includes gender results and disaggregated indicators at output and/or outcome level aligned to WMO and AfDB's existing frameworks. Provide a Gender action plan for projects in line with the AFDB Gender Markers System.
- Submit the first drafts of the Gender Analysis for review by WMO and AfDB;
- Consolidate and submit the final versions; and prepare a MS PPT presentation of the gender analysis report and action plan for stakeholders.

2. Deliverables at the end of the contract
The consultant will provide the following deliverables to WMO:
- 21 May 2025: Inception report finalized
- 2 June 2025: Brief stakeholder consultation report submitted
- 6 June 2025: The first draft of the Gender Analysis (See Annex 3-3 and Section 3.C of the PAR) submitted
- 20 June 2025: Consolidated versions of all documents submitted

3. Reporting and coordination
Under the supervision of Ms Lara Bethรดnico (lbethonico@wmo.int) and the WMO Regional Office in Africa, the consultant will work closely with representatives from Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe, and with others, as needed.
QUALIFICATIONS
Education
Advanced degree in gender studies, social sciences, development studies, meteorology, hydrology, climatology, or a related discipline.
Experience
- At least five years of relevant practical professional experience in dealing with theoretical understanding and specialized knowledge in gender issues, preferably in Africa and including demonstrable experience in gender analysis, developing and implementing gender action plans;
- Experience working with multilateral development banks (AfDB, World Bank, etc.);
- Understanding and experience working within the international climate sphere, such as COP negotiations, adaptation and mitigation priorities for Africa, the Paris agreement and other recent/evolving country and regional commitments.

The consultant will provide remote technical support, working closely with the National Meteorological and Hydrological Services (NMHSs) in Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe.

Candidates are encouraged to include references to proven analytical products developed under their previous working experience.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
