DUTIES AND RESPONSIBILITIES
The consultant will be responsible for drafting the FEA as an annex to the PAR and summarizing it in a one-page document to be included in the PAR. The consultancy will be conducted entirely online, in close collaboration with key stakeholders, including National Meteorological and Hydrological Services (NMHSs), government agencies, development partners, and local communities.
The consultancy will be carried out over a period of 5 weeks, covering 20 working days, starting from 19 May 2025 and will include the following tasks:
a) Inception Report and Work Plan Development:
- Conduct an initial online consultation with WMO and AfDB to align expectations and confirm data collection requirements;
- Prepare an inception report, outlining the methodology, approach, and work plan;
b) National Consultations:
- Conduct consultations with national stakeholders.
c) Financial and Economic Analysis:
- Perform a Cost-Benefit Analysis (CBA) to determine the project's economic viability. Calculate the Economic Internal Rate of Return (EIRR), Financial Internal Rate of Return (FIRR), and Net Present Value (NPV) based on project costs and projected benefits;
- If a cost-effectiveness analysis was carried out, the assumptions, description of alternatives, and detailed calculation should be provided;
- Draft a full document with the findings from the FEA, providing detailed calculations, assumptions, and sensitivity analysis results; attach the full set of calculations in an appendix (excel file).
d) PAR:
- Draft a one-page summary of the FEA to be included in the PAR. It should include the key financial indicators, pricing assumptions, cost structures, and funding mechanisms. Present as well the project financing adequacy and identify potential risks related to funding, exchange rate fluctuations, and market trends. Additionally, state financial and/or non- financial additional positive effects of the project.
e) Finalization and Submission of Environmental and Social Safeguards Report:
- Submit the first drafts of the above-mentioned documents for review by WMO and AfDB;
- Consolidate and submit the final versions.
DELIVERABLES AT THE END OF THE CONTRACT
The consultant will provide the following deliverables to WMO:
1) 21 May 2025: Inception report finalized.
2) 2 June 2025: Brief stakeholder consultation report submitted.
3) 6 June 2025: The first draft of the full FEA and a one-page summary of the analysis (see Annex 3-1 and Section 3.A of the PAR) submitted.
4) 20 June 2025: Consolidated versions of all documents submitted. QUALIFICATIONS
Education
Advanced degree in Economics, Finance, Development Economics, Meteorology, Hydrology, Climatology, or a related discipline.
Experience
- At least ten years of relevant work experience in financial and economic analysis for development projects, preferably in Africa;
- Demonstrable experience as a Climate Finance expert, developing and/or implementing innovative finance instruments;
- Proven expertise in Cost-Benefit Analysis (CBA) and/or Cost-Effectiveness Analysis (CEA);
- Good understanding of development economics in Africa;
- Experience working with multilateral development banks (AfDB, World Bank, etc.) is essential;
- Understanding and experience working within the international climate sphere, such as COP negotiations, adaptation and mitigation priorities for Africa, the Paris agreement and other recent/evolving country and regional commitments.

Availability during the proposed period
The consultant will provide remote technical support, working closely with the National Meteorological and Hydrological Services (NMHSs) in Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Proposed fee: Payband C - apprx. 400 USD per day depending upon experience, knowledge and skills.
