The Position:
UNFPA Syria is in the process of updating its new Country Programme Document (CPD) for the next cycle, which outlines the strategic framework for the organization's engagement and support in Syria. To inform this process and ensure it is gender-responsive and aligned with national priorities and global commitments, UNFPA seeks to conduct a comprehensive national gender analysis.
The national gender analysis will provide an in-depth overview of gender equality and womenโs empowerment in Syria, including structural barriers, legal and policy frameworks, institutional capacities, social norms, and the status of women and girls across sectors. The analysis will identify entry points for more effective and gender responsive programming.
UNFPA Syria seeks to hire a national consultant with proven expertise in gender analysis and familiarity with UN programming to lead this work. The findings will directly inform the strategic direction and priorities of the upcoming CPD and will also serve as a key reference for other partners and national stakeholders.
The Consultant will work under the supervision of the Head of the Gender Program at UNFPA Syria and in consultation with relevant program teams, and selected partners.

Job Purpose:
The National Gender Analysis will be a comprehensive analysis of the country covering five main regions (South, northern, eastern, central and costel area) focusing on the situation of women and men in Syria. It is expected to provide specific realities on the lives of women and men that go well beyond sex disaggregation to capture specific gender issues and drivers of inequality in Syria. The National Gender Analysis will provide data and analysis on differences between women and men in their assigned gender roles: in their socio-economic position, needs, participation rates, access to resources, control of assets, decision making powers, etc. The Gender Analysis will provide an understanding of the gender inequalities in Syria and its causes, how it intersects with other inequalities, how it impacts on human rights, access to development efforts as well as an understanding of governmentsโ commitment and capacity to work on Gender Equality Women and Empowerment issues (GEWE). The National Gender Analysis is expected to uncover how gender relations affect development efforts.ย
This proposed in-depth gender analysis is expected to be broad based looking at all aspects of women empowerment and gender equality with focus on the following: 1)How committed is the Government to the international agreements on gender equality and womenโs rights (e.g. CEDAW, Beijing Platform of Action, ICPD etc.) This should look at national policy frameworks and legislation aimed at promoting gender equality and womenโs empowerment, 2) How are women represented in national decision-making processes?, and 3)ย Do service delivery structures reflect gender balance in their membership and management? This covers access to employment, benefits, financial independence, gender balance in employment in the private sector, access to resources (material and financial), factors influencing access to resources at all levels and household decision-making processes and also other services such as accessing health and GBV services. The analysis would also look at the policy and legal gender environment and womenโs empowerment, gender differentials across selected indicators and examine possible causes of such differentials.

In light of the above, the consultant will be responsible for conducting a comprehensive national gender analysis following UNFPA guidelines and international standards covering the following domains:

Conduct initial consultations with UNFPA Syria staff and relevant stakeholders to clarify the scope, methodology, and expectations. Develop an inception report including a work plan, methodology, outline of the report, and list of key informants. Review and update the existing data collection tool in line with the CPD.ย Identify the data collection team for the five mentioned areas and their training plan.ยStep 2 โ Desk Review and Data Collection
Review relevant national documents, including but not limited to: National policies, legal frameworks, and strategies related to gender equality. CEDAW reports and concluding observations. Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP), and CCA. Sectoral assessments and evaluations. UNFPA programme and monitoring reports. Conduct key informant interviews and focus group discussions with selected stakeholders, including line ministries, private sector, women-led organizations, Youth-led organizations, IDPs groups, PWDs,ย civil society, and UN agencies. Collect data on gender disparities and assess the status of women, girls, men, and boys in line with the developed data collection tools.Step 3 โ Analysis and Drafting
Data entry and analyze findings using a gender analysis framework aligned with the SDGs and UNFPAโs transformative results. Identify gaps, challenges, opportunities, and promising practices. Draft the gender analysis report, including an executive summary, methodology, findings, and actionable recommendations for UNFPAโs future programming.Step 4 โ Validation and Finalization
Present preliminary findings to UNFPA. Revise the draft based on feedback and submit a final, high-quality report.Expected Travel: Travel is required to the five regions (South, northern, eastern, central and costel area)
Duration and working This consultancy is expected to be completed within 60 working days from the signing of the contract (Between November 2025 and January 2026). The consultant will work independently, with regular check-ins with the UNFPA Gender Unit.ย
Place where services are to be delivered The analysis will be conducted in five areas: south, north, eastern, central andย coastal areas.
All coordination, data collection, and validation meetings will be conducted, in-person unless otherwise agreed.
Qualifications and Experience:ย

Masters degree in gender studies, social sciences, development studies, or related fields.Knowledge and Experience:ย
Minimum 7 years of relevant professional experience in conducting gender analysis or gender-related assessments in the context of development and humanitarian work. The consultant is required to have a data collection team established in the governorates.ย Proven knowledge of gender equality frameworks, the Syrian context, and UNFPAโs mandate. Strong qualitative research and analytical skills. Experience working with UN agencies or international organizations is desirableLanguages:ย
