DUTIES AND RESPONSIBILITIES
1. Background and Purpose
The objective of this consultancy is to support the preparation of the Climate Services and Early Warning for Adaptation in Africa (CEWA) project, covering Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe. Following the approval of the project concept note, the African Development Bank (AfDB) requires the development of a Project Appraisal Report (PAR) to further elaborate on the projectโs strategic alignment, sectoral relevance, and institutional framework.
The consultancy will be conducted entirely online, in close collaboration with key stakeholders, including National Meteorological and Hydrological Services (NMHSs), government agencies, development partners, and local communities.
The consultancy will be carried out over a period of 5 weeks, covering 20 working days, starting from 19 May 2025. It will consist of the following tasks:
- Conduct an initial online consultation with WMO and AfDB to align expectations and confirm data collection requirements;
- Conduct consultations with national stakeholders within the project operational district, including project managers, government officials, community members, and representatives of women's and youth organizations;
- Drafting the Strategic Context section of the PAR, covering:
a) Country Context, Strategy, and Objectives
b) Sector and Institutional Context
c) Rationale for Bankโs Involvement
d) Development Partners Coordination
- Preparing the eight related annexes;
- Submit the first drafts for review by WMO and AfDB;
- Consolidate and submit the final versions.
2. Deliverables at the end of the contract
The consultant will provide the following deliverables to WMO:
- 21 May 2025: Brief stakeholder consultation report submitted;
- 6 June 2025: Draft Strategic Context section of the PAR and related Annexes submitted - (See Section 1 of the PAR);
- 20 June 2025: Consolidated versions of all documents submitted.
3. Reporting and coordination
Under the supervision of Lara Bethรดnico (lbethonico@wmo.int) and the WMO Regional Office in Africa, the consultant will work closely with representatives from Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe, and with others, as needed. QUALIFICATIONS
Education
Advanced degree in Environmental Policy, Climate Science, Development Studies, or a related field.
Experience
- Minimum 8 years of experience in developing project proposals for climate adaptation and early warning systems, preferably in Africa.
- Proven expertise in hydrometeorology, climate resilience, and development finance.
- Strong background in policy analysis, donor engagement, and proposal writing.
- Experience working with multilateral development banks (AfDB, World Bank, etc.).
- Understanding and experience working within the international climate sphere, such as COP negotiations, adaptation and mitigation priorities for Africa, the Paris agreement and other recent/evolving country and regional commitments.

Availability during the proposed period:
The consultant will provide remote technical support, working closely with the National Meteorological and Hydrological Services (NMHSs) in Burundi, Cameroon, Sรฃo Tomรฉ & Prรญncipe, Sierra Leone, Sudan, Zambia, and Zimbabwe.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Proposed fee: Payband C โ apprx. 400 USD per day depending upon experience, knowledge and skills.
