DUTIES AND RESPONSIBILITIES

The consultant will Support the execution of Niger's national EW4All roadmap by coordinating priority hydrology and meteorology activities and ensuring WMO's strategic engagement.

The consultant will perform the following tasks:

- Lead the implementation of the EW4All roadmap with a targeted focus on Pillar 2, ensuring strategic alignment with government priorities and fostering coordinated action across relevant institutions;

- Engage and coordinate key stakeholders, including government agencies, NMHSs, UN agencies, development partners, and civil society organizations, to strengthen MHEWS through the implementation of roadmaps, strategic projects, and capacity-building initiatives. Through structured data integration and targeted training programs, the consultant will enhance evidence-based decision-making processes for disaster preparedness and response;

- Draft comprehensive terms of reference and detailed technical specifications for specific activities to be implemented by WMO, ensuring clarity, feasibility, and alignment with project objectives and stakeholder requirements. (under CREWS, Danish project, or the government (under the WB-funded Integrated Urban Development and Multi-sectoral Resilience Project);

- Enhance cross-pillar technical collaborations on key components of the MHEWS, with a focus on strengthening data exchange, optimizing data utilization, and advancing applications that support Impact-Based Forecasting and Warning (IBFW);

- Facilitate the seamless integration of ClimWeb with the national risk management platform to enhance coordination, interoperability, and real-time data sharing for a more effective MHEWS at the national level, as well as across sub-regional (AGRHYMET) and continental (ACMAD) networks and

- Contribute to the technical training sessions and workshops to enhance the capacity of government staff and stakeholders in hydrological and meteorological forecasting and warning.

DELIVERABLES AT THE END OF THE CONTRACT

1. May 2025: Inception Report and Work Plan outlining key milestones, stakeholder engagement strategies, and measurable performance indicators to guide implementation.

2. August 2025: Mid-Term Reports providing progress updates, identifying challenges, and offering recommendations to optimize project execution.

3. November 2025: Final Report assessing project impact, institutional capacity improvements, and outlining a sustainability strategy for continued MHEWS development in Niger.

QUALIFICATIONS
Education
Advanced degree (master or above) in meteorology, hydrology, climatology, or a field relevant to supporting early warnings systems and disaster risk reduction.
Experience
Minimum 10 years of experience in supporting national capacities of meteorological, hydrological or warning services. Experience working in Niger is preferred.
Other requirements
Availability during the proposed period.

The consultant will deliver both in-country and remote technical support, including at least three one-week missions for on-site assistance and training facilitation.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

Band C: 390-560 USD per day depending upon experience, knowledge and skills.
