We are currently seeking qualified candidates for the position of Chief of Party (COP) for an upcoming opportunity in the Philippines. This position is contingent upon award and will be based in Manila, Philippines.

Project Description:

The anticipated TB-centered Health Systems Strengthening Project will support the Philippineโ€™s Department of Health (DoH) to realize a high-performing and resilient health system that improves and sustains progress additional to mitigating the deleterious health and economic effects of infectious disease outbreaks.

The Chief of Party (COP) will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project planning and implementation, including program quality, personnel, budgeting and financial management. S/he will ensure close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and adequate implementation of project activities, deliverables, execution, monitoring and reporting of the project.

Minimum Requirements:

  • Masters degree or its international equivalent in public health, or a related field (PhD or medical degree preferred).
  • At least 12 years of professional experience in public health, particularly leading and designing health programs (Tuberculosis) in country or in the region; experience in working with key stakeholders in Bangladesh strongly desired.
  • Demonstrated leadership and management skills to effectively and efficiently implement complex international health projects.
  • At least 8 years of professional experience in project management and leadership, including experience in managing USAID projects and staff.
  • Proven experience working with government officials, particularly the Ministry of Health is highly desirable, to support strategy development, implementation plans and decision making.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Proven experience with USAID regulations in financial and accounting management per USAID guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits.
  • Fluency in local language and knowledge of culture context preferred.
  • Excellent oral and written communication skills in English.
