DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Chief of the Monitoring, Evaluation, Risk and Planning Office, the incumbent will perform the following duties:

(a) Design and implement a monitoring data management framework, with a view to bringing WMO to a higher level of maturity in terms of the UN Data Strategy;

(b) Develop and maintain a database of all WMO monitoring data (both programmatic and business processes related) as well as enhance and maintain the existing WMO Data Repository and other data-sharing tools;

(c) Manage relevant data collection tools and data storage systems as well as provide training and support to users;

(d) Develop and implement strategies (including automation, as appropriate) that optimize statistical efficiency and data quality from Members, WMO and partner systems into the WMO Monitoring and Evaluation System;

(e) Develop reports and compelling visualizations through the use of innovative, user-driven, interactive data presentation formats (e.g. dashboards, infographics, storymaps, Country Hydromet Diagnostic profiles, etc.) for use by senior management, governance bodies, Members and the wider public;

(f) Apply innovative methods and technologies, including basic machine learning techniques and statistical methods, to identify, analyze, and interpret trends and patterns in complex structured and unstructured sources of information;

(g) Provide expertise in data analytics and data management as well as contribute to fostering a data-driven culture at WMO by applying strong data governance practices;

(h) Carry out other duties, as required.

QUALIFICATIONS
Education
Masters degree or equivalent in computer science, business administration, engineering, statistics or a closely related field.
Experience
A minimum of 5 years of combined national and international progressively responsible experience in applied analytics, business intelligence, information management, statistics, social sciences or related area is required. Proven experience with database and programming languages, such as SQL, Python and R, and GIS data and visualization mapping software, such as PowerBI, Tableau, ArcGIS, is required. Excellent knowledge of data collection systems (e.g. ODK, NVivo, Qualtrics, etc.), data cleaning methodologies and automation. Experience in digital transformation initiatives on data collection, quantitative and qualitative analysis, and data presentation.

Sense of integrity, responsibility, maturity of judgement, initiative and creativity. Excellent analytical, data management, communication, presentation and interpersonal skills. Proven experience to analyze, model and interpret data in support of decision-making. Demonstrated ability to plan, organize and manage multiple workloads. Ability to work in a multicultural environment and to foster diversity and team spirit.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance. Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years. SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 64121
Annual post adjustment on initial salary is: US$ 57517 (in addition to the net base salary) Additional Information:
