DUTIES AND RESPONSIBILITIES
The consultant will be responsible for the following deliverables:?
1. Desk Research and Stakeholder Engagement:
- Collaborate with key stakeholders, including WMO leadership, technical teams, development partners, and relevant private sector partners, to refine messaging and structure.?
- Conduct consultations incorporating insights from investors, donors, and climate finance experts.?
- Ensure alignment with WMO's long-term strategic goals and priorities, including public-private partnerships, philanthropic financing, and resilience-focused investment.
- Draft Outline of the WMO Investor Relations Document
2. Investor Relations Document:
- Maximum 10-15 pages with a maximum 1-page Executive Summary, highly graphical and \"user-friendly\".?
- A strategic overview of WMO's mission, mandate, and achievements.?
- WMO's global leadership in climate science and standards.?
- Compelling case studies highlighting WMO's contributions to climate resilience, economic stability, and climate adaptation.?
- A detailed outline of financial and investment needs, particularly those aligned with key initiatives such as Early Warnings for All (EW4All) and broader WMO programs.?
- A list of specific investment opportunities for both public and private sector engagement.?
- A summary of WMO's governance, transparency, and accountability mechanisms to ensure investor confidence.?
- Integration of key messaging from the EW4All Private Sector Engagement Strategy and other core WMO documents to align with donor priorities.?
3. Refinement and Presentation:
- Approved Final Draft of the WMO Investor Relations Document
- A high-impact, 15-minute presentation summarizing key messages from the Investor Relations Document.?Designed for stakeholder engagements and fundraising initiatives.? QUALIFICATIONS
Education
Advanced university degree (Master's or equivalent) in finance, investment banking, business administration, international economics, or a related field.?
Experience
Minimum of 10 years of experience in investor relations, capital mobilization, or development finance, with a strong focus on International Financial Institutions (IFIs), Climate Finance Institutions, and Development Finance Institutions (DFIs) and the private sector.
Proven ability to engage institutional investors, IFIs, multilateral development banks (MDBs), sovereign wealth funds, corporate Environmental, Social, and Governance (ESG) funds, and philanthropic organizations to secure large-scale financial commitments services.
Extensive experience in structuring investment opportunities, including blended finance, impact investing, public-private partnerships, and climate finance mechanisms.?
Demonstrated success in developing investor-focused reports, financial prospectuses, and strategic messaging tailored to private sector and institutional funders.
Track record of leading fundraising campaigns, investor engagement initiatives, and stakeholder relations at a global level, with a particular emphasis on climate resilience, early warning systems, and hydrometeorological services.
Experience working with UN agencies alone is not sufficient; candidates must have substantial expertise in private finance, IFIs, climate finance institutions, or major development finance initiatives.?
Other requirements
Strong financial and strategic expertise, particularly in climate finance, impact investment, and sustainable finance mechanisms.?
Excellent negotiation and relationship-building skills, with a proven ability to secure funding from IFIs, climate funds (e.g., Green Climate Fund, Adaptation Fund), and private investors.?
Ability to translate complex financial, and technical and scientific information and lingo data into compelling investment cases for non-technical audiences, including government policymakers and corporate investors.?
Expertise in structuring and securing financing for climate adaptation and resilience projects, utilizing innovative mechanisms such as green bonds, blended finance, and carbon markets.?
Clear and persuasive communication skills, with experience in crafting investor presentations, high-impact engagement materials, and strategic investment pitches.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
