FHI 360 is currently recruiting for the position of Gender and Gender-based Violence (GBV) Technical Advisor for an anticipated five-year USAID project, \"Papua New Guinea Peace Activityโ. an anticipated new activity in Papua New Guinea to prevent and respond to conflict and foster the safe, meaningful participation of vulnerable groups, particularly women, in political, societal, and economic spheres. This project, which will focus on the provinces of Hela and Morobe, will focus on strengthening social cohesion and resilience from the bottom up and supporting existing mechanisms, institutions, and strategies rather than creating new, parallel structures. This position will be based in Port Moresby, with travel to the priority provinces. Availability of position is contingent upon award to FHI 360 and selection of final applicant is subject to USAID approval.
Job Summary
Almost 60 percent of women and girls aged 15-49 in Papua New Guinea have experienced some form of physical and/or sexual violence โ nearly double the global average. In addition, hundreds of sorcery-accusation-related violence cases are reported in the highlands every year with many more going unreported. The Gender/GBV Technical Advisor will be responsible for implementing and integrating a multi-faceted approach to address gender-based violence (GBV) and sorcery-accusation related violence (SARV) for this new Activity. The Gender/GBV Technical Advisor will work closely with the program team to lead GESI analyses from which to develop a project-level GESI plan and work with the team to develop programming to reduce violence against women and girls, increase access to quality, coordinated services for survivors, and create safer communities for women and girls, including promoting livelihoods and access to finance.
Essential Job Functions: Duties and Responsibilities:
Oversees the integration of Gender/GBV sensitivity and prevention measures into activities
Lead and/or participate in a Gender Equality and Social Inclusion (GESI) Analysis
Develop an overall GESI Action Plan for the project
Lead the development and/or adaptation of programming tools around GBV prevention, GBV response/services for target communities, and women and girlsโ empowerment activities
Develop community engagement activities based on context specific and globally available tools
Work closely with other project-based Technical Specialists to integrate a GESI lens into activities
Ensure high-quality reports on activities, indicators, and achievements
Serve as the project Safeguarding Focal Point
Minimum Requirements:Masterโs Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field
Minimum 8 years experience working in international development settings with local or international organizations
Minimum 5 years experience working on gender and/or gender-based violence issues in conflict or post-conflict settings
Experience leading teams on GBV and SARV prevention, response and/or risk mitigation strategies
Positive and professional attitude, including ability to lead and work well in a team setting
Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Comfortable attending and facilitating meetings and representing GBV issues
Excellent interpersonal and problem-solving skills, creativity, and flexibility
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
Experience working in Papua New Guinea, particularly in the Highlands region preferred
Knowledge of English is required and conversational level Tok Pisin preferred
