Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
Position Description:
The Risk Communication and Community Engagement (RCCE) Manager will play a pivotal role in leading the design, implementation, and coordination of all RCCE-related activities under the USG-funded EpiC project in Bangladesh. As part of the senior technical team, the RCCE Manager will be responsible for ensuring that timely, accurate, and culturally appropriate health information is disseminated to communitiesโparticularly high-risk and vulnerable groupsโduring both routine periods and public health emergencies, such as disease outbreaks, pandemics, or natural disasters. The RCCE Manager will support the development of evidence-informed communication strategies and two-way engagement mechanisms that foster community trust in the health system, promote the uptake of essential health services (e.g., maternal and child health, nutrition, immunization), and encourage protective behaviors (e.g., hygiene practices, vaccination, biosecurity, and early symptom reporting). This position will also oversee the development and institutionalization of community feedback mechanisms that allow public opinion, behavioral insights, and misinformation trends to inform risk communication planning and messaging at both national and sub-national levels. Working under the supervision of the Deputy Project Director, the RCCE Manager will coordinate with government counterparts (e.g., Ministry of Health and Family Welfare, Directorate General of Health Services, Ministry of Livestock), , local media, and community influencers to ensure RCCE strategies are harmonized, locally adapted, and aligned with national emergency preparedness and response frameworks. The incumbent will also support the operationalization of One Health approaches through cross-sectoral communication, particularly in high-risk, underserved, and border areas.
Key Responsibilities
Strategy Development and Implementation
- Lead the development and roll-out of RCCE strategies aligned with national emergency preparedness and response plans, focusing on maternal and child health (MCH), nutrition, zoonotic diseases, and other health security concerns.
- Design and manage tailored communication interventions for diverse high-risk groups, including pregnant women, children, the elderly, caregivers, farmers, and animal handlers.
- Support both routine and emergency communication interventions, ensuring messaging is evidence-based and adaptable to changing health contexts.
2. Stakeholder Coordination and Engagement
- Coordinate with the Ministry of Health and Family Welfare, Ministry of Livestock, DGHS, NGOs, disaster management committees, and community organizations to harmonize RCCE efforts.
- Convene national and district-level workshops and sensitization meetings to adapt and cascade emergency communication strategies.
- Engage media, religious leaders, community champions, and non-formal healthcare providers to promote local ownership and amplify outreach.
3. Community Mobilization and Capacity Building
- Build capacity of local health authorities, community networks, and frontline workers on effective risk communication, trust-building, and combating misinformation.
- Support implementation of community-led action plans for preparedness and response in targeted districts.
- Organize training, simulations, and community outreach to strengthen grassroots emergency communication systems.
4. Evidence-Based Messaging and Feedback Integration
- Institutionalize the use of behavioral insights and community feedback for dynamic messaging through community scorecards, focus groups, and existing national platforms.
- Collaborate with Strategic Information and Communications teams to ensure data-driven decision-making and integration of community feedback loops into communication planning.
- Regularly update RCCE strategies and messages based on behavioral data and evaluation findings.
5. Emergency and Cross-Border Response Communication
- Lead communication planning and engagement in high-risk border districts to reduce misinformation and promote early outbreak reporting.
- Work with local traders, border control agencies, and communities to increase compliance with health advisories.
- Develop crisis communication protocols to support rapid, coordinated responses during public health emergencies.
Required Qualifications:
- Masterโs degree in Public Health, Health Communication, Social and Behavioral Sciences, International Development, or related field.
- Minimum of 7 years of progressive experience in risk communication, social mobilization, or public health emergency response, preferably in a development or humanitarian context.
- Strong understanding of RCCE principles, WHO and USG guidelines, and experience implementing national communication strategies.
- Proven experience working with government ministries, local NGOs, and community-based organizations in Bangladesh.
- Demonstrated ability to manage teams, design strategies, and oversee implementation at scale.
- Familiarity with MCH, nutrition, GHS, or One Health approaches is an asset.
- Excellent interpersonal, writing, facilitation, and verbal communication skills in both English and Bangla.
- Strong analytical and problem-solving abilities.
- Ability to adapt quickly in dynamic environments and lead during health emergencies.
- Experience in participatory approaches and behavior change communication.
- Skilled in designing, monitoring, and evaluating communication campaigns.
Travel Requirements:
- Frequent field visits (up to 30%) to project sites, including remote or border districts.
