Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
Position Summary:
The Technical Advisor โ Global Health Security (GHS) will serve as the lead technical expert responsible for guiding and supporting the design, implementation, and evaluation of activities that strengthen national and sub-national capacities to prevent, detect, and respond to public health threats, including infectious disease outbreaks, , and other emerging health emergencies. The incumbent will play a pivotal role in supporting the government and other stakeholders in operationalizing the International Health Regulations and advancing priorities identified through the Joint External Evaluation and the National Action Plan for Health Security This includes providing technical assistance in core areas such as real-time surveillance, laboratory systems, workforce development, risk communication, and emergency preparedness and response. Working under the supervision of the Project Director, the Technical Advisor โ GHS will provide strategic and technical leadership to ensure that the projectโs GHS interventions are evidence-based, contextually relevant, and aligned with national health security goals and donor expectations. The Advisor will work closely with key stakeholders from the Ministry of Health and Family Welfare (MOHFW), Institute of Epidemiology, Disease Control and Research (IEDCR), Ministry of Fisheries and Livestock(MOFL), Directorate General of Health Services (DGHS), and other government, academic, and non-governmental partners to facilitate a multisectoral approach under the One Health framework.
Key Responsibilities:
Technical Leadership and Strategic Guidance
- Provide high-level technical guidance for planning, designing, implementing, and monitoring GHS activities in alignment with IHR, JEE recommendations, and the countryโs NAPHS.
- Lead the development of technical strategies, operational frameworks, and work plans related to health systems strengthening outbreak preparedness, surveillance, and emergency response, .
- Lead the design and adaptation of technically sound approaches to promote protective behaviors (e.g., vaccination, hygiene, biosecurity) and address misinformation during disease outbreaks.
- Stay abreast of emerging global health threats and innovations to adapt strategies that strengthen national GHS capacities.
- Support the enhancement of real-time disease surveillance systems, early warning mechanisms, and data sharing platforms across human, animal, and environmental health sectors (One Health approach).
- Strengthen the capacity of national and sub-national surveillance teams for case detection, investigation, and reporting.
- Facilitate linkages between surveillance, laboratory, and emergency operations centers (EOC) for rapid and coordinated outbreak response.
- Design and implement capacity building activities including training, simulation exercises, and mentoring programs for healthcare workers, surveillance officers, and emergency response teams.
- Collaborate with academic and training institutions to enhance competencies in outbreak detection, biosafety, and biosecurity.
- Provide technical input to the development, testing, and operationalization of national and regional emergency preparedness and response plans.
- Represent the project in GHS technical working groups, donor coordination platforms, and national-level policy discussions.
- Collaborate with the government health wings like Ministry of Health and Family Welfare, Institute of Epidemiology Disease Control and Research Ministry of Fisheries and Livestock(, Directorate General of Health Services)
- Work with the MEL team to define GHS indicators, set performance targets, and ensure robust data collection and reporting systems.
- Contribute to project reporting, technical documentation, donor deliverables, and publications.
- Collaborate with communication team to design and implement risk communication strategies for disease outbreaks and public health emergencies.
- Guide development of culturally appropriate, timely, and accurate risk communication strategies targeting high-risk groups including pregnant women, caregivers, farmers, and border populations.
- Promote the integration of behavioral and community feedback data into programmatic planning and messaging adaptation.
Qualifications and Experience:
- Advanced degree in Public Health, Epidemiology, Global Health, Infectious Disease, or a related field.
- Minimum 12 years of progressively responsible experience in public health, with at least 7 years focused on Global Health Security, outbreak preparedness and response, or related technical areas.
- Experience working with national governments, international donors and implementing partners.
- Proven expertise in disease surveillance, emergency response, laboratory systems, and workforce development.
- Strong facilitation, training, mentoring, and stakeholder engagement skills.
- Excellent analytical, writing, and communication skills in English; proficiency in Bangla is an asset.
Preferred:
- Prior experience working on U.S.-funded global health security or pandemic preparedness projects.
- Experience in designing and implementing simulation exercises and emergency drills.
- Knowledge of digital health solutions to strengthen surveillance and outbreak response systems.
Travel Requirements:
Willingness to travel to program implementation sites across all 8 divisions, including remote or hard-to-reach areas.
