Title : Technical Specialist โ Maternal, Newborn and Child Health

Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US Presidentโs Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.
Position Summary:
The Technical Specialist โ MNCH will provide technical and operational support for the implementation of maternal, newborn, and child health interventions under the EpiC project. The position will support the integration of MNCH services with Risk Communication and Community Engagement health systems strengthening, and public health emergency preparedness and response.
Under the guidance of the Technical Advisor โ MNCH, the Specialist will assist in planning, implementing, and monitoring MNCH-related activities at both national and sub-national levels. This role involves close collaboration with government counterparts, implementing partners, health facilities, and community-based actors to ensure quality, continuity, and coverage of life-saving MNCH servicesโparticularly among women, newborns, and children in high-risk and underserved areas.
Technical Implementation Support
- Assist in the planning, coordination, and implementation of MNCH interventions including antenatal care (ANC), skilled birth attendance, postnatal care (PNC), essential newborn care, and emergency obstetric and neonatal care.
- Support the integration of RCCE approaches to increase awareness and demand for MNCH services.
- Provide technical input into adapting global and national MNCH guidelines, protocols, and job aids for use in the field.
- Work with the communication and outreach teams to tailor health promotion messages targeting pregnant women, caregivers, and frontline workers.
- Support local partner work plan development and provide ongoing monitoring of activity progress against the workplan throughout the life of project;
- Coordinate the planning of technical assistance for local implementing partners in finance, M&E and technical issues, as needed;
Capacity Building and Supportive Supervision
- Assist in organizing training sessions and orientations for health facility staff, community health workers, and local authorities on MNCH service delivery standards and emergency readiness.
- Provide supportive supervision to frontline health workers, ensuring adherence to evidence-based practices and client-centered care.
- Support mentoring and on-the-job training to improve clinical and outreach service quality, especially for postnatal care, newborn resuscitation, and referral systems.
- Oversee the development and management of subrecipient monitoring and capacity building plans
- Coordinate and monitor local partner subrecipient activities and progress against agreed-upon deliverables, subaward terms and conditions and targets and take corrective action where needed
- Collaborate with Strategic Information teams to track and report key MNCH indicators such as:
- Monitor service delivery data from partner facilities and outreach teams to identify service gaps or quality issues.
- Support analysis and interpretation of MNCH-related data for decision-making, reporting, and adaptive programming.
Community Engagement and Emergency Preparedness
- Assist in designing and implementing community engagement strategies that promote MNCH services during health emergencies and routine settings.
- Ensure community feedback is incorporated into MNCH service planning and delivery.
- Contribute to strategies that address barriers to care-seeking, especially for women and children in remote or marginalized communities.
Partnerships and Coordination
- Coordinate with relevant government agencies, including the Ministry of Health and Family Welfare, to align project interventions with national MNCH priorities.
- Engage with local NGOs, community-based organizations, and other stakeholders for effective MNCH service coverage and continuity. Participate in technical working groups, coordination meetings, and joint site visits as required.
Reporting and Documentation
- Contributes to the preparation of donor reports, success stories, technical briefs, and lessons learned on MNCH components.
- Document innovative approaches, challenges, and achievements to inform future programming and scale-up.
- Support the Technical Advisor โ MNCH in preparing technical content for presentations, knowledge sharing, and donor communications.
Qualifications and Experience:
- Masterโs degree in Public Health, Nursing, Midwifery, or related Clinical/Health Sciences.
- At least 6-7 years of relevant experience in MNCH program implementation, preferably in donor-funded projects like USG, Presidentโs Emergency Plan for AIDS Relief.
- Strong technical knowledge of maternal and newborn health practices, clinical protocols, and health system operations.
- Experience with capacity building and supervision of frontline health workers or community health systems.
- Proven ability to work with government health institutions and community-based service delivery platforms.
- Familiarity with national MNCH policies, protocols, and reporting systems in Bangladesh.
- Excellent communication and coordination skills in English and Bangla.
- Willingness to travel frequently to project sites across Bangladesh.
