FHI 360 is currently recruiting qualified Deputy Chief of Party candidates to be proposed on an anticipated new activity in Papua New Guinea to prevent and respond to conflict and foster the safe, meaningful participation of vulnerable groups, particularly women, in political, societal, and economic spheres. This project, which will focus on the provinces of Hela and Morobe, will focus on strengthening social cohesion and resilience from the bottom up and supporting existing mechanisms, institutions, and strategies rather than creating new, parallel structures. This position will be based in Port Moresby, with travel to the priority provinces. Availability of position is contingent upon award to FHI 360 and selection of final applicant is subject to USAID approval.
Position Description:
The DCOP will support the Chief of Party in overseeing project implementation and will provide technical and management leadership to the overall project. The DCOP will represent the project to external stakeholders including government officials and donors and will supervise project staff to ensure that project activities are completed in a timely manner and are of high technical quality. This position will be based in Port Moresby, and the successful applicant must be willing to travel to other provinces as required.
Job Summary / Responsibilities:
Provide technical and management leadership, develop technical strategies and oversee the design and implementation of project activities in coordination with project technical experts.
Oversee the quality of all technical aspects of the project, including the management of potential subgrantees, short-term consultants and monitoring and evaluation and grant making activities.
Manage the preparation and presentation of work plans, M&E plans, and all reports with members of the projectโs senior leadership team.
Establish relationships with key project stakeholders and manage donor and Government of Papua New Guinea partnerships in collaboration with the Chief of Party.
Perform other duties assigned by the COP and represents the project in the absence of the COP.
Qualifications:
Masterโs degree in international development, conflict resolution, public administration, law, sociology or other related fields;
10 years+ of experience required in the design, management and implementation of international development projects with a minimum of 10 years working on development activities with donors, Iocal civil society organizations, and/or private sector foundations;
Proven leadership and experience implementing and providing technical assistance to economic participation and livelihoods, local capacity development, grants facilities, preventing or countering violent extremism (P/CVE), community development and resilience, youth engagement, peacebuilding, and/or civic education activities;
Demonstrated success as a project manager or Technical lead with organizational skills to successfully manage and coordinate large and disparate work groups;
Experience in research, learning, and adaptive management preferred;
Ability to develop and foster relationships with diverse local counterparts including government representatives, civil society organizations, donors, and donor-funded implementers;
Proven people management skills;
Demonstrated ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs required;
Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance required.
Experience working in Papua New Guinea, especially in the Highlands region preferred.
Excellent written and oral communication skills in English required and conversational level proficiency in Tok Pisin preferred.
