DUTIES AND RESPONSIBILITIES

Under the supervision of: Head/Technical Coordination and GFCS Support Unit, Head/Marine Services Division, and Chief/Earth System Monitoring Division. The incumbent will perform the following duties:

PART I โ€“ Project Technical Coordination, CREWS South West Indian Ocean

Under part 1, the following deliverables will be developed by the consultants (38 days):

1. Inception Report: proposed approach and list of specific expected deliverables per country (technical specifications, agreements, terms of reference).

2. Final Report, summarizing the achievements over the consultancy and recommending activities for the future.

PART II โ€“ Supporting marine services, especially in relation to marine emergency response (MER)

Under part 2, the following deliverables will be developed by the consultants (20 days):

1. Guidance material for marine Emergency Response (MER) activities as requested by WMO, considering all feedback from WMO and partner agencies.

2. Reports regarding the progress with establishment of nominated marine RSMCs, including MER, and coordination and interactions with the relevant international organizations. This includes, but is not limited to, IMO, ICAO and IAEA, and pilot countries, to refine the functions and test the robustness in line with international protocol, such as the Joint IMO-ICAO IAMSAR Manual.

3. Additional advice in marine service activities at the request of H/MAR (within reason).

Number of days for Part II: 20 days

The work will involve participation in online meetings, including the support for preparation and review of draft WMO constituent body, and other draft WMO documents/activities/material as agreed with H/MAR. The marine services deliverables are expected for delivery no later than June 30, 2024.

A mission(s) (travel and per diem) could be organized and financed by WMO.

Part III โ€“ Earth System Monitoring

Under part 3, the following deliverables will be developed by the consultants (33 days):

A Fully-Developed Proposal for the large innovation project โ€œEnhancing Hydromet Services through Regional Monitoring Innovation Hubs in Africaโ€ based on the approved Project Concept Proposal, the technical review of the Project Concept Proposal provided by the AF and its response sheet, as well as in accordance with the following AF guiding documents (https://www.adaptation-fund.org/apply-funding/innovation-grants/large-grants-for-innovation/):

a. โ€œProgramme on innovation: Operationalization of large grants for innovationโ€;

b. โ€œFurther clarification of vision and definition of innovation under the adaptation fund: Analysis of relevant elements and guidance on review criteriaโ€;

c. โ€œGuidance to Implementing Entities for application of innovation indicators for Fully Developed Project/Programme Proposalsโ€;

d. โ€œFunding Proposal Template โ€“ Application Template for Fully-developed and Concept Proposalโ€.

The work will include the development of all required parts of the Fully-Developed Proposal including the Environmental and Social Impact Assessment (ESIA), Gender Analysis (GA), the Environmental and Social Management Plan (ESMP) and the Gender Action Plan (GAP), in accordance with the above-mentioned AF guiding documents as well as the AF Policies & Guidelines(https://www.adaptation-fund.org/documents-publications/operational-policies-%20guidelines/).

Carry out other relevant duties as required.

QUALIFICATIONS
Education
Master's degree in hydrology, water resources, disaster risk reduction, meteorology or related field; PhD and training in marine meteorology is an advantage;
Experience
1. More than 20 years working experience in strengthening NMHSs in Africa, marine meteorology, oceanographic services, designing, implementing and/or evaluating projects; experience of working with the Adaptation Fund and CREWS and experience with international bodies involved in emergency response (eg IMO, IAEA) is an advantage;

2. Knowledge of NMHSs' needs in Western, Eastern Africa and South West Indian Ocean;

3. Experience in writing project documents and meeting reports;

4. Qualified expertise in project management.

Strong networking skills.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.

SALARY: 620-750$ net of tax per day.
