DUTIES AND RESPONSIBILITIES
1. General requirement:
- Provide remote assistance to WMO Secretariat, through the NET Section of the WIGOS division under the Infrastructure department, to review, update and improve learning resources (materials and tools) related to the WIGOS operational tools (OSCAR/Surface, WIGOS Data Quality Monitoring System (WDQMS) webtool and the Incident Management System (IMS) webtool) and to Regional WIGOS Centres (RWCs), to make them more efficiently used by all relevant parties in WMO Regional Association I, especially by National Focal Points (NFPs) and RWCs from the countries in East and North Africa.
2. Specific requirements: propose, discuss and develop/implement changes to the relevant resources once agreed with the NET Section:
- Revise, propose and update existing relevant learning materials,
- Revise, propose and restructure the site of the WIGOS Learning Portal in WMO Moodle platform,
- Review, propose and update relevant user manuals,
- Identify, propose and develop required new learning materials,
- Assist with organizing and delivering up to two webinars on relevant subjects,
- Assist with organizing up to one hybrid training event on relevant subjects.
3. Working arrangement - the expert is expected to:
- Work remotely using his/her own IT equipment and Internet connection,
- Work 2.5 days/week (working days, Mon-Fri), for 4 months (from January to April 2026),
- Work directly with the supervisor to discuss and agree on the detailed tasks to be performed: (bi)weekly remote meetings will be arranged to discuss and assess the progress of the work.
4. Deliverables/targets counting from the initial date of the contract (six deliverables/targets):
- Revised and restructured site of the WIGOS Learning Portal in WMO Moodle platform,
- Revised and updated various existing relevant learning materials,
- Two or more relevant user manuals revised and updated,
- One or more new learning materials available,
- One or more webinars on relevant subjects, delivered with assistance from consultant, including for engaging relevant entities with the WIGOS training framework
- Up to one hybrid training event on relevant subjects delivered with assistance from consultant,
- Brief report delivered, describing the work developed, with conclusions and recommendations.
QUALIFICATIONS
Education
Advanced degree in meteorology, hydrology, atmospheric or environmental sciences, or very closely related fields.
Experience
- Minimum of 7-10 years of experience working with NMHSs, or equivalent government institutions.
- Proven experience in developing and reviewing learning materials, including using the Moodle platform, in the domain of WIGOS.
- Proven experience in organizing and delivering training or other capacity development activities in the domains of meteorological or related observations.
- Familiarity with the WIGOS framework, including with relevant regulatory and guidance publications and especially with the WIGOS operational tools and Regional WIGOS Centres functions and operations.
Other requirements
- Strong organizational skills and ability to work independently.
- Excellent problem-solving and communication skills.
- Knowledge of the relevant observations related programmes and activities in WMO Regional Association I.
- Strong verbal and written communication and reporting abilities.
- Displays cultural, religion, race, nationality and age sensitivity and adaptability.
Languages
Excellent knowledge of English (both oral and written). Working knowledge of French is desired.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) Payment plan:
- The total amount planned to be paid to the consultant is 14.000 CHF, to be paid on a monthly basis (3500 CHF/month).
