DUTIES AND RESPONSIBILITIES
Under the supervision and guidance of the WMO Project Manager, the incumbent will perform the following duties with the following national meteorological services:
ANM Djibouti (18 days)
(a) Provide technical advice to the implementation of CREWS Djibouti project activities related to enhancement of forecasting and capabilities of ANM staff;
(b) Ensure alignment between CREWS Djibouti activities and other projects being implemented in Djibouti (e.g. SOFF);
(c) Advice on potential partnerships between ANM and regional/national institutions on the enhancement of forecasting capabilities;
CREWS Chad (13 days)
(d) Updating, with the project focal point, the project monitoring tool and project virtual library with ToRs, reports, etc.;
(e) Conduct meetings with (i) national focal points and staff involved in provision of early warnings in Chad, (ii) staff in WMO and implementing partners (see contacts - ANAM, DRE, MÊtÊo-France, ANACIM Senegal, DGM Morocco, AEMET/BSC), (iii) key partners implementing projects in support of early warning systems in Chad (WB, UNDP) and (iv) users (contacts to be provided by ANAM);
(f) Drafting and review of technical specifications and terms of references for priority activities;
(g) Organize missions for project backstopping;
(h) Coordinating the reporting to the donor (CREWS);
(i) Carry out other relevant duties as required. QUALIFICATIONS
Education
An advanced university degree (minimum equivalent to Master) in the field of meteorology or related field is desirable.
Experience
- Minimum of 10 years of experience working with National Meteorological and Hydrological Services (NMHSs), with a strong focus on supporting technical and institutional capacity development, strategic planning, and project implementation.
- Prior experience in developing strategic planning, capacity-building and engagement strategies with the public and institutions in a meteorological or climate services context is essential.
- Experience in working with NMHSs in Djibouti and Chad, or similar contexts is highly desirable.
Languages
Excellent knowledge of English and French (both oral and written) is required. Knowledge of other official languages of the WMO would be an advantage.
