BACKGROUND
The Seychelles Meteorological Authority (SMA) has identified the need to update and strengthen the Meteorology Act, 2015 to ensure the legal framework supports its evolving mandate and the increasing demands on national meteorological, hydrological and climate services. Modernization is essential to keep pace with international standards and emerging practices inter alia in aviation meteorology, hydrometeorology, climate services, data management, and disaster risk reduction. The revision will introduce enabling provisions for new technologies and data services, while clarifying SMA's interfaces with other government institutions. In parallel, a dynamic Policy is required to guide the development and implementation of new weather, climate and water-related services.
DUTIES AND RESPONSIBILITIES
The purpose of the consultancy is to support the Seychelles Meteorological Authority (SMA) in revising and modernizing the Meteorology Act, 2015 to ensure that the legal framework effectively reflects the Authority's mandate and evolving responsibilities. The consultancy will provide the necessary legal and technical expertise to draft the required amendments to the Act.
The consultant will perform the following tasks:
- Review the Meteorology Act, 2015.
- Draft enabling provisions to integrate new technologies and data services.
- Propose clear legislative interfaces between SMA and key national stakeholders.
- Support the development of a Policy framework that underpins and guides the implementation of new weather, climate, and water-related services.
- Consult with relevant stakeholders to validate proposals and ensure alignment with national development priorities.
- Prepare a comprehensive Draft Amendment Bill and associated explanatory notes, including recommendations for implementation and follow-up policy actions.
SMA will provide staff support to the process.
DELIVERABLES AT THE END OF THE CONTRACT
- 1 January 2026: Inception report, with detailed methodology and work plan;
- 15 March 2026: Mid-term report, including revisions of the Seychelles Meteorology Act, and a draft Policy;
- 30 April 2026: Final Report, including Draft Amendment Bill and associated explanatory notes. QUALIFICATIONS
Education
Diploma appropriate to the revision of an Act and develop Policy. Preferably a Lawyer.
Experience
Minimum 10 years' experience and sound knowledge of developing and revising Act and Policies, and prepare the required documentation for government process for enacting.

- The consultant will provide in-country support.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO, as well as Seychellois Creole would be an advantage.

Proposed fee: Band C/D: 390-750 USD per day depending upon experience, knowledge and skills.
