DUTIES AND RESPONSIBILITIES
Under the supervision of the CREWS Cuba project manager, the consultant will support the development of the National Framework of Climate Services (NFCS) and provide trainings, with the following key responsibilities:
- Conduct a stakeholder consultation to systematically identify and map key stakeholders including end-users, intermediaries, experts, and service providers across the key sectors to ensure representation across the full climate services value chain. Engage them to collect inputs on needs, priorities, and co-production mechanisms.
- Draft the NFCS technical document, including the stakeholder vision, institutional functions, strategic vision, coordination mechanism, and operational components, following WMO guidelines. This document should include an action plan with financial estimates for its implementation, and the connections between the different sources of resources (projects, programs, etc.) that will enable its execution. The consultant is responsible for ensuring that this document reflects Cuba's national priorities and includes input from stakeholder consultations.
- Organize and facilitate the review and approval of the NFCS by stakeholders (online and in person), incorporating feedback from national institutions, sectoral users, and technical specialists. Ensure that the final version is validated and ready for submission to national authorities and the WMO.
- Coordinate tailored workshops on the technical and institutional capacities required for the effective co-production, delivery, and use of climate services within the NFCS framework.
QUALIFICATIONS
Education
Advanced university degree in applied meteorology, environmental sciences, social sciences, international relations, strategic planning or related disciplines.
Experience
- At least 10 years of experience in the development and management of climate services in the region.
- High level of knowledge and understanding of the region's national meteorological and hydrological services.
- Knowledge of WMO programmes (GFCS) and projects (e.g. CREWS) will be an asset.
Other requirements
- Demonstrated ability to interact and build relationships with a wide range of stakeholders.
- Demonstrated ability to anticipate and understand stakeholder needs, formulate clear strategic plans, prioritize interventions, and determine resource needs based on priorities.
- Demonstrated ability to design and conduct capacity needs assessments in the context of the provision and delivery of weather and climate services.
Languages
Excellent knowledge of Spanish (spoken and written). Knowledge of other official languages of the WMO Secretariat is an advantage.
