DUTIES AND RESPONSIBILITIES
The WMO HydroHub, created in 2017 with Swiss Agency for Development and Coopeartion (SDC) support, strengthens global water monitoring through innovation and multiโstakeholder collaboration. Phase I improved the availability of hydrometeorological data for better waterโrelated decisionโmaking. Phase II (2021โ2026) builds on this foundation by advancing innovation and supporting national services to enhance hydrological services for risk reduction, development, and environmental protection. Two external evaluations were planned: a midโterm review completed in 2023 and a final evaluation. The final evaluation will assess project progress from 2021โ2026 and provide an overall assessment of both phases.
DUTIES AND RESPONSIBILITIES
Task 1: Documentation and Preliminary Review:
- Review of documentation, website, communication material and other relevant sources identified.
Task 2: Inception Phase:
- Develop an evaluation matrix;
- Identify a list of stakeholders and draft questionnaires.
Task 3: Data Collection:
- Review literature and documentation;
- Survey;
- Conduct online and face-to-face interviews.
Task 4: Data Analysis and Reporting
- Analyse data collected;
- Draft report.
DELIVERABLES
Deliverable 1: Draft Inception Report.
Deliverable 2: Conduct interviews and consultations with relevant stakeholders.
Deliverable 3: Carry out an online Evaluation Workshop to share the preliminary findings.
Deliverable 4: Produce a draft evaluation report.
Deliverable 5: develop a PowerPoint presentation of the final findings and recommendations for key audiences.
Deliverable 6: Produce a final evaluation report. QUALIFICATIONS
Education
Master's degree in a field relevant to environmental management or similar fields.
Experience
- A minimum of 8 years' experience working in the design, management and evaluation of development projects, experience in designing evaluation tools, conducting desk reviews and evaluation missions, drafting of evaluation reports, including a minimum of 3 references.
- Proven track record of technical knowledge and experience working in the area of operational hydrology/hydrometry/environmental monitoring.
- Experience in resource mobilization would be an asset. Knowledge of innovations/new techniques/recent advances as well as of gender and youth issues would be an asset.
- The capacity, resources and relevant expertise to handle the evaluation need to be demonstrated.
- Experience in evaluation of international organizations including the United Nations and Specialized Agencies. Experience working with the WMO and/or National Meteorological and Hydrological Services would be an asset.
Other requirements
- Independence from the design, management, implementation, and decision-making of the project under review, and demonstrated experience in conducting evaluations in line with UNEG ethical standards, including the application of appropriate ethical safeguards and the absence of conflicts of interest.
- Excellent analytical and communication skills.
Languages
Excellent knowledge of English (both oral and written).

Proposed fee: Band C: 390.00 - 560.00 USD per day depending upon experience, knowledge and skills.
