DUTIES AND RESPONSIBILITIES
Under the supervision of the Head, Technical Coordination and GFCS support unit (TCG), Services Department, and Regional Strategic Office (RSO), Member Services, the incumbent will support different projects and perform the following duties:
1. For Burkina Faso: providing advice to ANAM and DGRE on recruitment of consultants and the development of early warning operating procedures, making optimal use of the Content Management System, PUMA 2024 and Climate Station, SWFP, SDS-WAS, FANFAR, FFGS, VoltAlarm, future forecaster and production workstations (bids to be published Q2 2024) - 10 days;
2. For Guinea: provision of guidance to ANM on recruitment of consultants and development of legal documents for its Board and development of a meteorological bill, in relation with CREWS ASW and AFD Climagui project - 5 days;
3. For Mauritania: providing support to another consultant on analysis of socio-economic benefits (actual + potential) of ONM and DAR, for the (draft) strategic plan - 5 days;
4. For Cรดte d'Ivoire: provision of guidance to SODEXAM on the draft national meteorological code and including of result-based financing targets in the future NMS strategic plan (to be updated from 2020-2023 version by SODEXAM with support from another consultant) - 10 days;
5. For Togo: follow-up with ANAMET on the draft national meteorological code in line with recently finalized NSP - 3 days;
6. For Madagascar: providing support for recruitment of consultants to develop a strategic plan for DGM, in line with EW4All and NFCS action plans - (including potentially a mission in Sept-Oct 2024, 10 days;
7. Animate, with other consultants, the Strategic Planning Community of Practice (CoP) and updating of the NSP/ QMS spreadsheet - 3 days:
a. Organize a 3rd meeting to strengthen the membership and Member support from the CoP (strategic planning, QMS, legal framework) and provide a synthetic report enhancing its main conclusions and recommendations;
b. Extract lessons learned from 2 previous workshops for the organization of a workshop with Members, in Spanish, to capitalize on strategic planning, QMS and institutional strengthening instruments.
The following documents - with links to deliverables corresponding to the duties listed above - will be provided to WMO:
- Inception report, by mid-April 2024;
- Mid-term report, by mid-Sept 2024;
- Final report, by Dec 2024. QUALIFICATIONS
Education
Degree in meteorology, business administration or a field relevant to supporting NMHSs.
Other requirements
Experience with NMHSs of Burkina Faso, Cรดte d'Ivoire, Madagascar, Togo. Minimum 15 years of experience in supporting institutional aspects of NMHSs capacity development.
Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.
