DUTIES AND RESPONSIBILITIES
The Group on Earth Observations (GEO) is a global partnership that promotes the use of Earth observations (EO) as evidence for environmental decisions, policies and investment. A survey conducted in early 2024 involving key stakeholders identified tools and features to improve operational efficiency and coordination of the GEO Secretariat. As a response to the identified needs, the intranet will be upgraded with advanced workflow automation, event management tools, a data access module, a flexible form builder, and an enhanced content management system.
The contractor will be required to improve the current features, develop new features and create a maintenance strategy for the intranet.
The contractor will be responsible for:
Comprehensive Intranet Analysis:
o The contractor will analyze both internal and external user requirements based on the survey outcomes to guide the design and prioritization of the different development phases.
Phased Development Approach:
o The platform will be developed in phases, with an initial focus on core functionalities such as user management, event registration, and group management. Subsequent phases will introduce more complex features, including workflow automation, form templates, and advanced content management.
Ongoing Development and Support:
o The contractor will continue to refine the system post-launch, ensuring that the platform remains adaptable to evolving GEO needs. New features and enhancements will be implemented based on user feedback and GEO's strategic priorities, with a focus on continuous improvement and long-term support.
User Experience (UX) and Interface Design (UI):
o The system will be designed with a focus on intuitive navigation and accessibility, ensuring a positive user experience for all GEO stakeholders. The user interface should be responsive and optimized for a wide range of devices, including desktop, tablet, and mobile platforms. UX/UI must follow international accessibility standards to ensure inclusivity.
Training and Documentation:
o The contractor will provide comprehensive training materials for GEO staff, based on \"how-to\" guides for both internal and external users. This will ensure that all users can maximize the benefits of the platform with minimal onboarding time.
Event Administration and Automation:
o The platform will include tools to automate event administration, such as pre-event organization, badge generation, attendee tracking, resource allocation (e.g., equipment requests), and post-event reporting. These features will significantly reduce manual administrative work.
GEO Interaction Suite
o A comprehensive toolkit designed to streamline communication workflows, automate data collection processes, and provide flexible survey creation capabilities with dynamic logic and real-time validation. The system will be adaptable for multiple use cases, such as event communications, stakeholder surveys, and specialized tools like the post-2025 GEO Work Program Implementation Plan tool. It enables personalized engagement with GEO members and automates key tasks, making data input and communication more efficient.
Technical Requirements
This TOR concerns the maintenance and further design and development of an intranet for use by the GEO Secretariat and a hybrid space for internal communications among the GEO community. Main project technical requirements include:
1. Scalable Architecture:
o The system must be built with scalability in mind, allowing GEO to expand functionality and handle increasing data loads over time. The architecture should support seamless integration with existing GEO systems and allow for future enhancements without disruption.
2. Advanced Search System:
o The platform must include a comprehensive live search feature that allows users to search across all datasets (e.g., events, users, documents) with advanced filtering and sorting options. This will facilitate quick access to relevant information and improve overall data retrieval efficiency.
3. Data Access Control:
o The system must provide granular, role-based access control to data, ensuring that only authorized users can perform specific actions (e.g., viewing, editing, or deleting data). Access levels should be easily configurable based on GEO's evolving needs.
4. Interoperable Notification System:
o Notifications should be integrated across all modules (event management, group management, workflow system), allowing real-time updates and alerts for relevant users. The system should support email notifications, in-app alerts, and customizable subscription settings.
5. Role-Based Authorization and Security:
o The system should implement open-standard authorization protocols (such as OAuth) to ensure secure, delegated access. Strong encryption and data security protocols must be in place to protect sensitive GEO information and meet compliance standards like GDPR.
6. Automation and Workflow Enhancements:
o The system should automate repetitive tasks and administrative workflows wherever possible, improving efficiency for GEO staff. This includes generating event badges, automating session equipment requests, and triggering follow-up actions based on user inputs or data changes.
QUALIFICATIONS
Education
Certification in Full-Stack Software Development / Web design
Experience
The contractor should have at least 5 years of experience.
Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
