DUTIES AND RESPONSIBILITIES

Under the supervision of the Project Officer, Member Services and Development Department, and with guidance from WMO Representative (ESA), Head of PDMU and TCG, the consultant will support coordination, technical activities, and reporting under CREWS Projects in, and will perform the following tasks:

A. Gender and Social Inclusion (GESI)
- Support integration of gender-sensitive and inclusive approaches across the Early Warning-Early Action value chain including review of gender action plans.
- Support gender related workshops, and training sessions.

B. Socio-Economic cost benefit Analysis
- Support socio-economic cost benefit assessments of weather and climate services.
- Support development of socio-economic indicators for monitoring and evaluation.

C. support development of Impact-Based Forecasting (IBF) and Early Action
- Support development and operationalisation of IBFWS including integration of hazard forecasts with exposure, vulnerability and risk information.
- Support NMHSs and key stakeholders to improve anticipatory action workflows and impact-based warning operations.
- Document lessons learned, best practices and recommendations for scaling IBF across the region.

D. Stakeholder Coordination, Partner Engagement and reporting
- Support organization of project meetings, technical working groups and regional consultations.
- Prepare coordination briefs and technical updates
- Support the review of annual and semi-annual project reports, M&E updates, and national activity documentation.
- To provide analytical inputs on gender, IBF, socio-economic assessments, stakeholder coordination and other project outputs.

MAIN DELIVERABLES: The consultant is expected to provide the following deliverables:

- Report on mainstreaming gender and social Inclusion into EWS
- Report on socio-Economic cost benefit Analysis
- Report on implementation of IBFWS in project countries
- Report on stakeholder engagement and coordination
- Annual project status reports

QUALIFICATIONS
Education
University degree (preferably advance degree) in meteorology, climate science, DRR, social sciences, economics, communication, or related fields.
Experience
Minimum 7 years of experience in impact-based forecasting, gender and social inclusion in climate/DRR, socio-economic impact analysis, stakeholder engagement in EWS/DRR.

Experience working with NMHSs, DRM agencies, WMO designated centres.

Experience in Eastern and SouthernAfrica is an asset.
Other requirements
Willingness to travel national and internationally for stakeholder engagement and workshops.

Strong ability to coordinate across institutions and countries.
Home-based (with travel to project countries).

The consultancy duration is 100 days over 8 Months.

Level of pay band: C or D, depending upon experience, knowledge, and skills. Additional Information:
