Project Description:
The โTB Innovations and Health Systems Strengtheningโ project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Activity will identify and help implement proven approaches to improve TB prevention, increase TB case detection rates, decrease default rates, and increase TB treatment success rates and TB cure rates.
Job Summary:
The Service Delivery and Financing Specialist will work under the direct supervision of the Health Systems Integration and Strengthening Advisor and will be responsible for spearheading all service delivery-related activities, enabling IT-supported medical records, logistics management, and payment systems. The Specialist will also assist the team in health financing activities, including guideline development, costing, primary care benefit package (e.g., specialized primary care benefit package), and strengthen intersectoral actions as part of the service delivery component and operationalizing COPB. The Service Delivery and Financing Specialist will prepare progress reports for assigned projects/activities, ensure compliance of HSS activities to FHI 360 and donor rules and regulations, and perform other assignments as requested by the supervisor.
Duties and Key Responsibilities:
Under the direct supervision of the HSIS Advisor and coordinating with the Senior HSS Specialist and Senior Project Specialist, the Service Delivery and Financing Specialist will:
Spearhead all service delivery-related activities, including the design and updating of the primary care algorithm following the Comprehensive Outpatient Benefit Package (COPB) delivery system in the context of the Primary Care Provider Network (PCPN) of the province-/city-wide health system.
Supervise the Primary Care Provider Network (PCPN) specialist at the national level.
Enable IT-supported medical records, logistics management, and payment systems.
Assist the team in health financing activities, including policy writing, guideline development and costing related to the primary care benefit package (e.g., specialized primary care benefit package).
Strengthen intersectoral actions as part of the service delivery component and operationalizing COPB.
Prepare progress reports for assigned projects/activities.
Ensure compliance of HSS activities to FHI 360 and donor rules and regulations.
Perform other assignments as requested by the supervisor.
Required Skills:
Strong knowledge of health system strengthening, service delivery models, and health financing approaches.
Excellent analytical, strategic planning, and project management skills.
Excellent verbal and written communication skills in English. Fluency in other languages will be an added advantage.
Ability to work independently and as part of a team, meet deadlines, and deliver quality work.
Willingness to travel and work in remote as needed
Qualifications:
At least a bachelorโs degree or its international equivalent or higher in public health, health sciences or a related area. A masters degree in public health, health economics or Medical Degree is an advantage
At least 3 years experience working in health or any social development sector;
Experience in working with key stakeholders in Philippines strongly desired;
Knowledge of USAID rules and regulations is an advantage.
Working Conditions and Travel Requirements:
Ability to travel domestically (50% of the time) to coordinate, monitor, and/or participate in HSIS-related activities
