Org. Setting and ReportingThis position is located in the Resident Coordinatorโ€™s Office in Sudan, under the guidance and direct supervision of the Assistant Secretary-General, Resident Coordinator/Humanitarian Coordinator for Sudan. The officer will provide the Resident Coordinatorโ€™s Office in Sudan management expertise, strategic and operational support to enable effective inter-agency collaboration, programming and coordination to deliver on development results in the context of the closure of UNITAMS and the UNCTโ€™s transition planning process to respond to development needs, in support of the UN Common Approach in Sudan. This position is temporarily available for six (6) months. The incumbent will support the RCO and the UNCT with support to advance the UN transition plan, as well as provide strategic management support to the RC/HC on issues related to political, security and and access for the UN Country team to scale up development programming in Sudan, including through enhanced collaboration, cooperation and coordination with humanitarian action and peacebuilding efforts as well as through the provision of advice and recommendations for risk-informed and agile development support to implement the 2030 Agenda for Sustainable Development in Sudan. The Senior Development Coordination Officer โ€“ works in close collaboration with the Regional Director, Resident Coordinator, the DCO Surge and Crisis Management Coordinator, the Head of RCO and UNCT members, programme and operations teams of the agencies, UNDCO staff and government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society. The Senior Development Coordination Officer may be requested to perform other functions, as directed by the RC and Head of RCO. The Senior Development Coordination Officer is expected to undertake travel in country. ResponsibilitiesWithin delegated authority, Senior Development Coordination Officer will be responsible of the following duties: Summary of Functions: 1. Undertakes analysis and research of the impact of the current crisis on the development plans by the Government and the UNDS support, in line with the UN Common Approach, including opportunities for inter-agency assistance and joint programming; 2. Under the overall guidance of the Resident Coordinator and the Head of the RCO, support the implementation of the UN transition plan and next steps to ensure the substantive strengthening of the UN operational capacity in Sudan. 3. Liaises with DCO, particularly the Crisis Management team in HQ and the Regional Office in Africa, as it facilitates the regional response from the UN AFPs around development in Sudan. 4. Manages and directs knowledge management and capacity development activities with respect to Durable Solutions to displacement, protection and crisis response and recovery planning in and outside the UN System 5. Performs other functions, as directed by the RC and the Head of RCO, including providing support to the management of the Office and the RC/HCs immediate front office and legal affairs. Description of Functions: 1. Undertakes analysis and research of the impact of the current crisis on the development plans by the government and the UNDS support, in line with the UN Common Approach, including opportunities for inter-agency assistance and joint programming; โ€ข Ensure timely analysis and synthesis of developments to inform UN leadership and relevant fora focused in the country and region; โ€ข Working closely with UNCT and other development partners, as well as counterparts in DPPA and OCHA, identify conflict sensitive development and peacebuilding interventions in the identified conflict/post-conflict state/region integrating a human rights perspective; โ€ข Enable joined-up analysis considering possible differences between humanitarian-development and peacebuilding approaches with suggestions as to how these could be bridged; โ€ข Present recommendations on how the UN can pilot such integrated approach including how and where synergies can be strengthened as well as where joint ongoing planning/programming activities can be scaled; โ€ข Work with the RCO and UNCT in conducting stakeholder consultations with UN, INGOs, development partners, Government, CSOs, communities and potentially others. 2. Lead the workstream on recovery planning and durable solutions โ€ข Ensure coordination and information sharing with humanitarian and development partners. โ€ข Support the RC with advice on recovery and durable solutions โ€ข Provide expert advice and leadership on recovery and reconstruction planning, leading to an integrated conflict recovery framework; โ€ข Organize external stakeholder engagement with UN, INGOs, development partners, Government, CSOs, communities and potentially others. 3. Liaises with DCO, particularly the regional office Africa on matters related to development in crisis settings โ€ข Liaises with the DCO regional Office for Africa and with DCO headquarters, as appropriate, to make sure that the leadership is informed of developments on the ground and of the RCโ€™s and RCOโ€™s support requirements, as well to support DCOโ€™s regional facilitation efforts with UN AFPs. โ€ข Prepares background materials and talking points for the RCโ€™s briefings to regional directors , for the DCO regional director and for headquarters, as required, on all matters related to the crisis in OPT and the RCO and UNCT response. โ€ข Leads preparations for and coordinates RCO support to visits from regional and HQ-based UN entities to Sudan โ€ข Supports the organization of pledging conferences and other donor engagement for the RC/HC 4. Manages and directs knowledge management and capacity development activities with respect to Durable Solutions to displacement, protection and crisis response and recovery planning in and outside the UN System โ€ข Coordinates the transfer of knowledge and effective communications across different UN and non-UN entities on transition planning. โ€ข Leads the sharing of relevant best practices, trends, knowledge and lessons learned from sudden onset crisis settings and implications for the work of RCOs and UN Country Teams in relation to crisis response and post-conflict recovery planning from across the UN system and with external partners. โ€ข Coordinates knowledge sharing (including through training and facilitating peer exchange) amongst UN staff on issues related to UN strategic planning frameworks, methodologies and tools in crisis settings, in particular on cooperation, collaboration and coordination between humanitarian, development and peace efforts at country level. 5. Performs other functions, as directed by the RC and the Head of RCO, including providing support to the management of the Office and the RC/HCs immediate front office and legal affairs. โ€ข Ensures Government liaison on protocol and other legal matters, including legal framework for the RCO in Sudan โ€ข Backstops the Special Assistant of the RC/HC as needed, ensuring quality control over documents that reach the RC/HC โ€ข Supports the activities undertaken by the RCO, ensuring that programmed activities are carried out in a timely fashion. โ€ข Promotes teamwork and communications among staff in the RCO and across organizational boundaries. โ€ข Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with RCO and UNCT priorities. โ€ข Performs other duties, as required. Experience with multi-stakeholder coordination on the context of development cooperation or related area, is required. Previous experience working in the office of a UN senior official is desirable. Experience working in or in support of a field operation of the United Nations Common System or a comparable international organization or non-governmental organization in a conflict or post-conflict setting is desirable.
