Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent at this level are responsible for: 1. Management of air transport operations within a field mission; 2. Development of the relevant aviation standard operating procedures; 3. Development of inputs for aviation budget; 4. Coordination with the host country civil and military aviation authorities. The temporary position is based in Port au Prince and is located in the Technical Compliance and Quality Assurance Unit within the Aviation Section, and reports to the Chief of Unit, P-4. ResponsibilitiesWithin delegated authority, the Air Operations Officer (Technical Compliance and Quality Assurance Unit) is responsible for the following duties: โข Manage and supervise the unit and administer all activities related to quality assurance and standardization, including risk management. โข Coordinate aviation operations compliance activities and monitor technical and safety performance of aviation assets assigned to the mission. โข Prepare trends analysis, conducts assessment and initiate/recommend corrective action. โข Conduct periodic inspections of airfields and helipads of the mission area and establish relationships with the personnel of ground handling companies and Civil Aviation Authorities. โข Ensure Documentation Control and that Sops, policy, guidelines and procedures are in place and easily accessible โข Ensure all aircraft are airworthy and properly certified. โข Conduct field survey visits to ensure that equipment to facilitate safe operations are properly in place. โข Coordinate with Section Aviation MovCon Officers and Air Liaison Officers to ensure that standards are maintained in the sectors. โข Ensure accurate placement of all helipad fire fighting equipment and proper grounds maintenance. โข Ensure that proper refueling procedures are observed. โข Provide advice of any Landing Zone surface problems. โข Oversee the proper movement and safety of any parked vehicles. โข Produce aircraft performance, carrier assessment and contract completion reports. โข Perform other functions as assigned by the Chief Aviation Officer. EducationAdvanced university degree (Masterโs degree or equivalent degree) in Air Transportation/Aviation Management, Air Traffic Management, Aviation Safety Management, Aerospace/Aeronautical Engineering, or graduation from an equivalent military educational establishment is required. Job - Specific QualificationTraining and certification as a Commercial Pilot, or a Flight Operations Officer/Flight Dispatcher, or an Air Traffic Controller or an equivalent military qualification is required. A first level university degree with a relevant combination of education, professional training, certification in air transport operations, and two (2) additional years of work experience in air transport related occupation, may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of five (5) years of progressively responsible experience in air transport operations or aviation safety, with at least three (3) years of managerial experience on a position directly related to the coordination of complex air transport operations in the international environment is required. Experience in the use of ICAO standards and recommended practices is required. Experience in air operations and aircraft contract management is required Experience in international operations in a post conflict environment is required. Experience in quality management is desirable. Knowledge of UN financial regulations and rules is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
