We are recruiting a Regional Roving Energy Expert (RREE) for the Green Shift Team for a minimum of 12 months. Itโ€™s a roving position (home based) with 70% of mission time travelling in the West Africa region.ย This position reports to the Head of Energy and Sustainable Responses.

In line with NORCAPs strategy, the Green Shift Programme, which spans Clean Energy, Climate and Sustainable Settlements Approaches, willย continue toย promote access to cleanย and sustainable energy forย displaced communities and to explore programmes that contribute toย carbon offsettingย where this has directย benefits for displaced populations.

The NORCAP Green Shift programme includes:ย Energy Experts deployment,ย Female Accelerator programme, Environment and Sustainable Settlements andย Decarbonising humanitarian Energy (DHE)ย project.

The Green Shift Programme hosts the largest pool of Energy Experts in the humanitarian sector;ย currently, 84ย Experts as members of theย Green Shiftย Pool of Experts,ย 57%ย of Experts are deployed to missions in African countries (Kenya, South Sudan, Senegal, Mauritania, Niger, Nigeria, Mozambique, Tanzania, Zambia, Burkina Faso), and headquarters inย Norway and Switzerland. This year NORCAP Green Shift will support Ukraine with two missions.ย ย ย 

The Regional Roving Energy Expert (RREE) aims to support NORCAP's Green Shift team in providing continuous, high-quality energy access services to its partners and stakeholders within the humanitarian sector in line with the teamโ€™s strategic objectives.ย 

The RREE will work directly with NORCAP's Green Shift team to determine efficient ways to;ย 

decarbonise energy systems for partners through the reduction of energy consumption and operational costs,ย  increase institutional uptake of renewable energy systems for partner agencies and stakeholder groups,ย  accelerate energy access for end-users for lighting, cooking, and productive use,ย  support the development and integration of energy projects and strategies within partner's programmes at the global, regional, and country levels.ย 

This role will enable higher levels of data collection, assessment, and analysis, to facilitate better regional and country-specific planning for the Green Shift team, its donors, and stakeholders for increased energy access to end-users in humanitarian settings.

The RREE will be supported by the NORCAP Green Shift Head Office team in Norway whilst on mission and be an integrated part of both the Head Office team and the Energy Regional Roving Team, currently consisting of one RREE covering East Africa.ย

To facilitate high levels of data collection and assessments in line with country and project needs or mission objectives.To facilitate knowledge exchange, technical backstop, peer-to-peer support, and coordination between experts working in national, regional, and global roles.To promote continuity between missions to ensure data and momentum are not lost between missions.ย To support the development of new initiatives aligned with the strategy โ€“ including scoping of needs, gaps and proof of concept, piloting, ensuring sustainability and exit strategy plans are in place for all initiatives.ย To fundraise and map opportunities for humanitarian energy projects and initiatives in the region.To identify and map context specific policies, plans and strategies in line with decarbonising objectives, energy access for end-user and implementation of NORCAP's strategic objectives.To maintain and expand the network of partners for collaboration at the international, regional, and national levels to ensure NORCAP maintains a relevant and active presence in the field.To serve as an effective spokesperson and establish collaboration and partnerships with key officials and stakeholders at all levels in the region.ย 

This is a generic list of types of responsibilities that the Regional Roving Energy Expert, West Africa may be asked to take on.ย 

Research and Development: Develop new partnerships and initiatives Facilitate the development of new initiatives identified in the operational plan, including scoping on the ground, proof of concept, and documentation of findings.ย Develop, map, and organise information, knowledge, and best practices for the Green Shift thematic area and sub-areas.Research and develop new funding opportunities.ย Support deployed energy experts in new initiatives.ย Green Shift and climate adaptation support: Support the M&E team on Green Shift team activities.ย Support development and maintenance of internal tools and procedure.Represent NORCAP Green Shift team as requested by the Thematic Manager/Head of Energy at external events.ย Contribute to documents/reports and briefing/presentations.Collaborate with NORCAPs Climate Adaption team.ย Deployments Assess needs for new deployments to support experts and agencies:ย Provide technical backstop and support to energy experts on deployment.ย Support mission continuity to ensure information and momentum are not lost between deployments.Capacity Development Moderate and collate information relevant to the Green Shift team in line with capacity building and knowledge exchange.ย Foster exchange and knowledge dissemination between experts.Coordination, advocacy, and capacity development of national and local actors in the countries experts are deployed to ensure the sustainability of projects and enhanced exit planning.ย 

Required

As a senior expert, a high degree of autonomy and independence towards the realisation of workstream goals in line with NORCAP's operational plan, with broad network and knowledge of humanitarian energy in West Africa, will be necessary for this role.ย 

Advanced university degree in engineering, electrical engineering, sustainable development studies, economics, business administration,ย environmental management, energy technology, or relevant fields.ย A minimum of six years relevant professional experience in a private sector EPC and/or energy provider, management consulting or auditor/consulting firm; investment firm or social enterprise with energy/infrastructure focus. Experience with or in UN/humanitarian/development agency working directly on operationalising clean energy transitions. Familiarity with and professional experience related to energy and infrastructure topics or renewable energy systems design, implementation, and monitoring.Knowledge of different energy and private sector related regulatory and/or policy frameworks and ability to link to other related sectors.ย Proven experience conducting energy audits and renewable energy systems sizing. Having performed: Single Line Diagram identification, safe use and data processing from energy loggers measure and identify loads, identify, and assess energy efficiency measures, renewable energies assessment, hybrid renewable energy system sizing and modelling.Experience using software tools such as HOMER Pro, PVSyst and Geographical Information Systems.ย Experience working in humanitarian or global development settings, and/or for the UN or other humanitarian/development agencies preferred.Demonstrated experience working with multiple actors, national and government agencies or organisations involved in coordinating and/or implementing clean energy projects for displaced and refugee populations.ย Broad network and knowledge of regulatory policies, institutions, and processes relevant for humanitarian energy in relevant countries in West AfricaProven data collection, research, and analysis skills.Knowledge of energy programming and programme management, including project cycle management, results-based programming, and M&E.ย Experience inย fundraising, funding proposal development, budgets, and donor reports.Communication,ย advocacy, and networking skills.ย A motivated, enthusiastic person who can quickly integrate into new contexts, has excellent time management skills, and has a proven ability to coordinate and build consensus with non-expert audiences.ย Excellent knowledge of English (oral and written) and French are a requirement.

The expert must be willing to travel to countries based on NORCAPs priority countries, including remote and conflict-affected areas.ย 

Desirable:

Have been deployed to at least one energy-related mission in the last 24 months.Experience working in remote contexts.ย Experience with data visualisation tools and data management.ย Experience in short-term/output-based missions.ย Expertise in a specific sector, such as clean energy access in humanitarian settings, clean cooking project, innovative financing for displaced persons, and market-based approaches.ย Experience in community engagement and end-user assessment.Previous work experience with national and regional organisations.ย Knowledge of additional languages, such as Spanish/Arabic, are an advantage.
