PROJECT BACKGROUND
USAID End Tuberculosis in Tajikistan Activity is a five-year project funded by the U.S. Agency for International Development (USAID). USAID Tajikistan Tuberculosis (TB) Bilateral Activity aims to reduce the burden of TB in the Republic of Tajikistan. The project activity results are focuses on improving case detection and notification for all forms of TB, increasing the number of patients cured of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved infection prevention and control (IPC) interventions, and strengthening TB system resilience/reliance in public health emergency.
POSITION SUMMARY
Under the supervision of the Grants Manager, Grants Officer will be responsible for assisting overseeing the grants management of USAID End Tuberculosis in Tajikistan Activity. The Grants Officerโs responsibilities are directed to ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures, and regulations. The position requires close collaboration with other program and finance team of USAID End Tuberculosis in Tajikistan Activity to ensure compliance and application of FHI 360 and USAID regulations, policies, and practices.
Key Responsibilities
- Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff on Grants management, financial reports preparation and monitoring as needed.
- Conduct regular site visits to sub awardees to check compliance, follow-up on special award conditions, spot checks and provide capacity building support and coaching.
- Review sub awardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly program reports in compliance with FHI 360 and USAID regulations.
- Conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.
- Assist in preparation of sub award modification.
- Assist in preparation of sub-awardees pipeline analyses on monthly basis.
- Drafting of management letters on sub-awardees financial reports and monitoring results and recommendations made.
- Maintain accurate and up-to-date records of granteeโs related documents in project SharePoint.
- Performs other relevant duties as assigned by the Grants Manager.
Minimum Requirements
- Minimum 2 years of experience (with a Masterโs degree) or minimum 3 years of experience (with a Bachelorโs degree in finance, Accounting and Business Administration CPA, ACA or any other relevant professional qualification is desirable.
- Minimum of 3 yearsโ experience in financial management and reporting.
- Good analytical, numerical, and problem-solving skills.
- Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
- Ability to develop effective work plan and priorities to meet business objectives.
- Familiarity with or knowledge of USAID-funded projects and grants management policies and procedures.
- Familiarity with Tajikistan public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Tajikistan is highly desirable.
- Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
- Ability to interpret financial and other quantitative information and reports.
- Good report writing and documentation skills.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Ability to work collaboratively, productively, and sensitively within a multidiscipline, multicultural and multigender environment.
- Well-developed computer skills.
- Fluency in English and Tajiki is required.
