Job Summary:
The Deputy Chief of Party (DCoP) โ Program Management will serve as a key member of the EpiC project leadership team, supporting the Chief of Party (COP) in overseeing program implementation and ensuring timely, high-quality delivery of activities aligned with project goals. This role is central to the success of the EpiC program in Papua New Guinea and involves programmatic oversight, coordination, and stakeholder engagement. In the absence of the COP, the DCoP โ Programs will assume full leadership responsibilities to ensure continuity of operations.
The DCoP will work closely with the U.S. Department of State, government counterparts, civil society organizations (CSOs), community-based organizations (CBOs), implementing partners, and other stakeholders to strengthen collaboration and promote integrated, sustainable HIV services. This position will also directly support supply chain technical assistance, social behaviour change and corporate communications and sub-award management to ensure alignment with national strategies and sub-national priorities.
Duties and Responsibilities
- Provide strategic and operational support to the Chief of Party (COP) in the overall planning, coordination, and implementation of project activities, ensuring that interventions are results-driven and responsive to national priorities and donor expectations.
- Lead the development and timely submission of high-quality annual work plans, quarterly and annual progress reports, and other donor-required deliverables, ensuring alignment with project objectives and donor expectations.
- Work closely with the finance and operations teams to monitor program budgets, ensure alignment of expenditures with approved work plans, and proactively support program implementation and financial compliance.
- Oversee the production and dissemination of success stories, best practices, and innovations. Ensure project contributions are well documented and shared across relevant platforms.
- Represent the project in high-level engagements with government agencies (e.g., NDoH, PHAs), donors (e.g., Department of State), development partners, and civil society organizations to strengthen coordination and collaboration.
- Provide overall leadership and management support for the program, ensuring strategic direction, effective growth, and compliance with organizational and donor regulations.
- Facilitate capacity-building efforts for project teams, ensuring they are equipped with the knowledge and skills necessary to deliver high-quality programming and manage project resources effectively.
- Ensure effective systems are in place for compliance, performance monitoring, knowledge management, and risk mitigation. Coordinate with Operations and Finance units on standards, documentation, and budget management.
- Conduct or coordinate routine field monitoring visits to ensure compliance, quality implementation, and timely resolution of programmatic issues.
- Support grant management processes by ensuring regular documentation review, facilitating monthly grant review meetings, and aligning programmatic and financial reporting.
- Strengthen partnerships and collaboration with sub-awardees and other implementing partners through regular communication and shared planning processes.
- Assist senior management in donor engagement, including coordination of donor visits, and contribute to the development of advocacy strategies as needed.
- Perform other duties as assigned to support overall project goals and team functionality.
Required Skills
- Effective knowledge of design, implementation, and management of sector specific and/or multi- sector/international development projects/programs funded by US government or other international donors.
- Knowledge of various funding mechanisms, general contracting, and reporting requirements
- Knowledge of donor planning and reporting systems.
- Knowledge of business development processes, specifically proposal development, within an international NGO context.
- Strong written and verbal communication skills.
Minimum Qualifications and Experience
- Advanced degree (master's or higher) in Public Health, International Development, or a related field.
- At least 7 years of progressive experience in managing and implementing public health programs, preferably in resource-limited settings.
- A minimum of 5 years in a leadership or senior program management role, with proven expertise in project design, implementation, and staff supervision.
- Demonstrated ability to foster effective partnerships and coordinate with national and sub-national government bodies, international donors, NGOs, CSOs, and private sector actors.
- Strong communication and interpersonal skills, with professional fluency in written and spoken English.
- Prior experience working on donor-funded projects, with a preference for those supported by PEPFAR, the U.S. Government, The Australian Government or Multi-lateral Donors
- Proven experience in managing subawards, work planning, budget oversight, and performance reporting.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Competency in people management; Project management; Finance and Grant Management. Development of project plans, monitoring process, progress and results and effectively optimizing program impact
- Experience operating in insecure environments.
