Project Summary RTI Internationalโs Global Health Division is implementing USAID Owod, a project that supports sustainable improvement and effective utilization of the Senegalese healthcare system by addressing key causes of maternal and child morbidity and mortality, protecting communities from infectious diseases, and strengthening health systems. Position Summary The Deputy Chief of Party (DCOP) will provide senior-level oversight of the operational, financial, and administrative functions for USAID Owod in Senegal. He/she is responsible for supporting the Chief of Party (COP) to ensure proper administration of the project and facilitating operational aspects of project implementation. He/she will oversee the project procurement, grants, logistics, security, and operations. Responsibilities The DCOP will support the Chief of Party (COP) in providing operational strategies and leadership of the project. The key duties will include: Support the COP in all operational and management aspects of the project and decision-making to ensure that project activities are meeting client and stakeholder expectations. Collaborate with the senior management team to identify and manage risks and actively participate in the resolution of performance issues with project staff and sub-contractors or sub-awardees. Ensure proper administration and supervision in the relative areas of responsibility of grant management, logistics, procurement, information technology, security, and coordination of regional offices. Oversee the work of the regional coordinators by monitoring and coordinating office operations, reporting, monitoring regional and district grants, reviewing and reporting milestone documents and deliverables. Review and validate advance requests from the regional offices. Coordinate the implementation and report of the grants management program with the input and oversight of the COP, Grants team and the RTI Office of Contracts. Ensure compliant and timely monitoring of and reporting on grants, including subcontracts, including milestones, deliverables, funds committed, expended and released, closeout obligations, etc. Ensure the management of grants and subcontracts, including grant proposal tracking, review, and approval processes. Oversee preparation and submission of grant milestone and deliverables, financial statements and other cost accounting reports to RTI and USAID. Provide leadership and support during project close-out regarding the project office, bank account, operations and logistics, staff administration, etc. Ensure the work plan's technical and financial monitoring, ensuring that activities are carried out on time, in line with objectives and mandates, and that resources are used efficiently. Qualifications Qualification and experience requirements: Bachelor's Degree and 15 years of experience, masterโs degree and 12 years of experience, PhD and 8 years of experience, or equivalent combination of education and experience. Ten (10) years of progressively responsible experience implementing projects that are similar to this activity in terms of complexity, scope, and budget. Demonstrated experience with USAID policies and procedures related to grants, procurements, and subcontracts. Experience with managing Fixed Amount Awards to government strongly preferred. Experience in accounting, financial planning and management, and procurement, among other management support areas/functions, as required. Local Nationals are encouraged to apply.
